TITLE:  Advisor (NCO Development)

GRADE: MCIV 6

SECURITY CLEARANCE: NATO SECRET

 

1. POST CONTEXT 

The NMI mission, while not combat, is executed in a combat environment.

The PSE Division advises Iraqi Professional Military and Security Education Institutions, specifically in 3 area; Faculty, Curriculum and Institution.

The NCO Development provides advice and support to both the NMI leadership and Iraqi interlocutors in reforming and developing the ISF’s NCO Corps.

Within NCO Advisory Team, the incumbent is an education specialist with the requisite qualifications and experience to provide specialized advice to develop the Institution, its faculty and the curricula which are coherent with wider NCO Reform initiatives.

This post reports to NTI PMM 0010 - Advisor (NCO Development) - OR-9

2. DUTIES  

The incumbent's duties are:

- Engage with the Iraqi Elite NCO School to develop and deliver appropriate education programs for the various NCO audiences within the Iraq Armed Forces coherent with emerging Iraqi NCO Strategy and reform initiatives.

-  Assist the NCO advisory team and NMI’s Ministerial Advisory Division (MAD) in advising the Iraqi MOD in development of NCO Strategy and initiatives from a military education and training perspective.

- Establish contacts with the relevant Iraqi Service Commands and MOD to understand evolving NCO Strategy and tailor training and education programmes that are coherent with it.

- Prepare and conduct classes, lectures, conferences and seminars on assigned subjects alongside the NCO advisory team.

- Assist Iraqi Elite NCO School in developing a module of instruction designed to teach leadership, management and staff skills aimed at the appropriate NCO rank and service.

- Prepare related documents and information for NMI and work with the NATO Defense Education Enhancement (DEEP) Program where they have already established links.

The employee may be required to perform a similar range of duties elsewhere within the organisation at the same grade without there being any change to the contract

The incumbent is required to undertake operation deployments and/or TDY assignments both within and without NATO's boundaries.

The incumbent must be prepared for temporary reassignment within NMI’s authorized CE in accordance with ACO 045-003 and as directed by COM NMI, in support of operational requirements.

Given the dynamic operating environment in Iraq, the incumbent must be prepared to retrograde from the Greater Baghdad Area, possibly at short notice, for employment in locations outside of the borders of Iraq and under austere conditions for prolonged periods of time.

Travel often outside base for advising.

The work is normally performed in a Normal NATO office working environment / Secure office environment with artificial light and air (e.g. Bunker).

3. QUALIFICATIONS AND EXPERIENCE  

ESSENTIAL

University Degree management, education or related subject and/or 4 years post related experience or Higher Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation with 4 years post related and 2 years function related experience;

At least 6 years’ experience in education programs, personnel management role within medium to large-sized organisation, ideally incorporating training or personal development responsibilities.

Deep subject matter expertise related to the management of military and/or civilian training and educational institutes.

Proven success in delivering instructor training, to include training in both theory and practical skills and how to deliver blended learning.

Designing and managing tailored program(s) of education in an institutional context.

Teaching or training graduate or post-graduate qualification;

English Standard Language Proficiency level of “Professional” in listening, reading, speaking and writing, (SLP 3333 based on NATO standards). 

DESIRABLE 

Incumbent has held positional responsibility in a training or educational institution at middle management level.

Designing training and planning curriculums.

Teaching different learning styles and dealing with learning difficulties.

 Basic Knowledge of Arabic Language

COURSES:

- Advanced degree (Phd or Masters) in relevant field desirable but not essential.

- ADL 169 – Improving Operational Effectiveness by Integrating Gender Perspective.

- ADL 171 – Gender Focal Point.

- ADL 224 – Introduction to NSO Operational Law Course.

4. POSITION AND CANDIDATE PROFILE  

Personal attributes

Highly experienced in developing military training and education. A creative, free-thinker. Emotionally intelligent and alive to the regional /cultural context. Patient, resilient and highly credible.

Professional contacts

The incumbent should be sufficiently well connected (ideally internationally) in order to be able to reach back for additional SME advice and materials from out of country.

Contribution to the objectives

The role will be essential to developing training to suit an evolving Iraqi Security Force (ISF) requirement. An essential advisor and innovator who should keep the development effort on course from a very informed, alternative civilian perspective. The incumbent may assist NMI in helping the ISF better determine and articulate a future role for its more junior faculty members.

Supervisory Responsibilities:

May be required to direct and supervise the work priorities of one or more HQ multi-functional teams.

5. EMPLOYMENT CONDITIONS 

The basic salary for an MCIV 6 is Euro € 7.087.00 per month (exempt from local taxation). A further amount of 12% of the basic salary will be paid to the staff member every month to satisfy personal pension obligations, plans, and/or schemes. Furthermore, the successful candidate may be eligible to event-based allowances (hazard, austere, extended working hours), in accordance with the conditions stipulated by the Mission Civilian Rules.

This post is a non-accompanied assignment. Living quarters provided by NATO.

The NMI mission, while not combat, is executed in a combat environment.  Specific roles, responsibilities, and tasks are subject to change based on the Commander’s on-the-spot assessment of the situation. Commander, NMI reserves the right to reassign personnel or reapportion tasks within the CE based on mission requirements/changes. Must be prepared for intra theatre movements by ground or air, in accordance with national force protection caveats. Air quality within the Greater Baghdad area is poor and below NATO health and safety minimum standards.
