TITLE: Staff Assistant (HNS and Logistics)

DIVISION: Statistic Air Defence Centre and Combat Service Support

NATO GRADE: G-10

1.  Post Context/Post Summary

The Allied Combined Air Operations Centre (CAOC) to plan, direct, task, coordinate, supervise, assess and report on air operations of all allocated assets in peace, crisis and conflict in accordance with the Commander Allied Air Command’s directives. The SADC will conduct the basis mission of the CAOC, to include Air Policing. The D-AOC is available to be deployed to contribute to the formation of a JFAC.

The Static Air Defence Centre and Combat Service Support Division (SADC & CSS) are responsible for the execution of NATO Air Policing in its assigned Air Policing Area.

The Support Branch is responsible for all support activities other than Communications & Information Systems (CIS).

The Host Nation Support, Security, Logistics and Deployment Section is responsible for: providing all HNS, Security, logistics and deployment support to the CAOC.

The incumbent is responsible for providing stock levels and other stock management information to the Section Head (HNS, Sy, Log & Deployment).

2. Principal Duties

The incumbent's duties are:

Recommends stock levels and other stock management information to the Section Head (HNS, Sy, Log & Deployment).

Receives customer requirements, determines availability in local stock, processes for issue or direct procurement as appropriate.

Recommends sources of supply. Maintains requisition supply status and provides same to customer when requested.

Recommends new items for stock and identifies excess/dead items for purging. Prepares Report of Survey documents for stock items as required.

Keeps inventory database up to date and uses its information to manage all items.

All the aforementioned stock control (availability, procurement, items for disposal…) is to be done through CAOCT inventory software (NDSS), which has to be kept up to date every time an action is done.

Responsible for providing specialist advice on supply and stationary matters.

Maintains the storage and stocks of daily consumables and office supplies.

Initiates procurements for daily consumables and offices supplies in co-ordination with BudFin Section.

Handles the CAOC armory.

3. Special Requirements and Additional Duties

The employee may be required to perform a similar range of duties elsewhere within the organisation at the same grade without there being any change to the contract

The work is normally performed in a Normal NATO office working environment / Secure office environment with artificial light and air (e.g. Bunker).

Normal Working Conditions apply. The risk of injury is categorised as No risk / risk might increase when deployed.

4. Essential Qualifications

a. Professional Experience

-Experience working in inventory database management

-Experience working in Stock management

-Knowledge of current trends of professional equipment wholesale and retail industries.

-Experience dealing/managing Loss prevention.

-Knowledgeable of Health and safety regulations

-Technical understanding of building infrastructure elements.

-Experience with different maintenance contractors (fire detection, elevators, maintenance, UPS, power generators…).

- Supervisory experience. (May supervise others or make decisions which impact the work assigned to individuals or phases of projects).

b. Education/Training

Higher Secondary education and completed higher vocational training in Facility Engineering, Business Administration, Public Administration or related discipline leading to a formal technical or professional certification, with 3 years function related experience, OR, Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation, with 5 years’ post related experience.

c. Language

English - SLP 3322 - (Listening, Speaking, Reading and Writing)

The HQ's host nation language is required: Spanish – SLP 2222

NOTE: The work both oral and written in this post and in this Headquarters as a whole is conducted mainly in English.

5. Desirable Qualifications

a. Professional Experience

- In depth experience with office material supply, infrastructure and maintenance contractors providing service in Spain.

b. Education/Training

• Inventory database management training.

• NATO NDSS training.

• (Inactive) LOGISTIC REPORTING (BASIC) (CII-SS-2-226) provided by NATO - Communications and Information Systems School (NCISS)

• NATO Logistics Introductory Course (NLIC) (LOG-LG-15475) provided by Multinational Logistics Coordination Centre (MLCC)

c. Language

Spanish: SLP 3322

6. Attributes/Competencies

• Personal Attributes: Duties encompass full range of item management functions from requisition to disposal for assigned systems. The incumbent will be required to resolve problem areas using own experience and sound judgment. Must be able to work with little to no technical supervision. The incumbent is expected to be flexible and alert with a natural tendency for working conscientiously and accurately in every detail. Expected to integrate in a team and to promote team spirit. Required to communicate effectively at all levels with tact and diplomacy within a multicultural environment. Seeks guidance, where necessary, from supervisory management on non-routine issues.

• Professional Contacts: Maintains regular day-to-day professional contact within the CAOC Torrejon procurement, maintenance and budget personnel on matters pertaining to assigned responsibilities and duties. Maintains frequent external contacts with logistics staff at CAOC TJ,

Spanish Air Force logistics organisations and other agencies. Purpose of contacts is to obtain and exchange information and to solve problems related to material management. Participates as Supply representative in working groups on assigned systems.

• Contribution to Objectives: Logistics Support Squadron focal point for parts and equipment procured through the Host Nation. Directly contributes to maintaining operational readiness of base support organisations by ensuring optimum quantities of serviceable stock is available. Exercises item management control over system inventories. Item management decisions involve the risk of either overstocking spares or alternatively jeopardising mission support through insufficient assets. When requisitioning items or shipping assets for repair/replacement, obligates the organisation to the acquisition of material/services, given the availability of funds, and within well-defined budgetary ceilings and delegated authority.

There are no reporting responsibilities.  This post reports to: OKT SSHX 0010 - Section Head (HNS, Security, Log and Deployment) - OF-3.  This post does not deputises anybody.  This post is not deputised by anybody.

8.  CONTRACT

 

The successful candidate will receive a three-year definite duration contract which may be followed by an indefinite duration contract.

 

The basic entry-level monthly salary for a NATO Grade G10 in Spain is Euro 4,267.65 which may be augmented by allowances based on the selected staff member’s eligibility, and which is subject to the withholding of approximately 20% for pension and medical insurance contributions.
