Post Context/Post Summary

Serves within STRIKFORNATO COMMAND GROUP as a PROJECT LINKED NATO CIVILIAN to initiate and coordinate transformational tasks as set by the SFN Board of Directors in light of SFN's transformation processes. After finishing the transformation in the 2025-2028 timeframe the position will be considered for incorporation in the PE/CE workforce requirements. The Chief Transformation Officer will play a pivotal role in shaping the future of the organization by modernizing structures, processes, fostering innovation, and enhancing operational effectiveness. This position requires visionary leadership, strong change management skills, and the ability to collaborate with diverse stakeholders to achieve transformative goals.

Principal Duties

1)    Develops and implements a comprehensive transformation strategy aligned with NATO's mission and objectives, focusing on enhancing agility, efficiency, and combat effectiveness.

2)    Lead and oversee major transformation initiatives across multiple functional areas, including technology, operations, logistics, and organizational culture.

3)    Lead change management activities, including stakeholder engagement, communication strategies, and training programs to facilitate successful implementation of transformation initiatives.

4)    Collaborate with senior leadership and key stakeholders to define transformation priorities and milestones, ensuring alignment with strategic goals.

5)    Establish governance structures, metrics, and performance indicators to monitor progress and measure the impact of transformation efforts.

 

Special Requirements and Additional Duties

The incumbent may be required to undertake deployments in support of military operations and exercises, and/or TDY assignments, both within and without NATO boundaries up to 180 days. The employee may be required to perform a similar range of duties elsewhere within the organization at the same grade without there being any change to the contract.

 

Essential Qualifications

a. Professional/Experience

1)    Proven track record (6+ years) of successfully leading complex transformation initiatives in large organizations, preferably within a multinational or governmental context.

2)    Strong strategic planning and execution skills, with the ability to translate vision into actionable plans and outcomes.

3)    Experience in leveraging technology as an enabler of transformation, including digitalization, automation, and data-driven decision-making.

4)    Exceptional interpersonal and communication skills, with the ability to build consensus, influence stakeholders, and inspire teams towards common goals.

5)    Familiarity with NATO's mission, structure, and operating environment is advantageous.

 

b. Education/Training

University Degree and 6 years post related experience, or Higher Secondary education and completed advanced vocational training  leading to a professional qualification or professional accreditation with 8 years post related experience.

 

c. Language

English - SLP 3333 - (Listening, Speaking, Reading and Writing)

 

Desirable Qualifications

a. Professional Experience

1)    NATO Defence College or National Defence/Supreme Joint War College graduate

2)    Work experience in a NATO HQ

• Professional Contacts: The incumbent will need to liaise and coordinate with external parties at SHAPE, JFC’s, C6Fleet, MARCOM and AIRCOM and be able to represent SFN at the ACO Management Board and sub (working) groups.

• Contribution To Objectives: The CTO is the focal point for all organizational change concerning the implementation of DDA FoP and related plans.

REMARKS:

Duration of contract: The successful candidate will fill this post as a Project Related NATO International Civilian (PLN) with a three-year definite duration contract within the NATO 2030 Agenda. On expiry of this term the PLN will be deleted or absorbed into the ceiling pending approval or will exceptionally be considered for extension. 

The salary will be the basic entry-level monthly salary defined by the NATO Grade of the post, which may be augmented by allowances based on the selected staff member’s eligibility, and which is subject to the withholding of approximately 20% for pension and medical insurance contributions.
