The Allied Joint Support Enabling Command (JSEC) is a joint operational level command within the Allied Command Operations (ACO) command structure. The Headquarters Joint Support and Enabling Command (HQ JSEC) provides a resilient operational-level Joint Headquarters, capable of supporting 24/7 operations to coordinate enablement (at the operational level) and, on order, the execution of reinforcement by forces (RbyFo) and sustainment flow in order to contribute to the Alliance's ability to project and sustain combat power into, across and from the Area of Responsibility (AOR), and, if required, into a Joint Operations Area (JOA).

The Finance Directorate (J8) is responsible for the financial and procurement functions of JSEC. This includes financial planning, budgeting and analysis, accounting and reporting, purchasing, contracting, and financial internal control and compliance.

The incumbent is responsible for directing, monitoring and coordinating all staff functions within Finance. This implies directing the work of 4 branches, supervising all allocated resources and providing support to the Command Group with all financial, contractual and internal control related aspects of running HQ JSEC as well as JSEC operations.

 

Principal Duties

The incumbent's duties are:

1.    As the Director of Finance/Financial Controller the incumbent leads, monitors and coordinates all HQ financial and contracting operations in JSEC

2.    Advises COM JSEC regarding all financial or contractual issues and processes

3.    Fulfills the Financial Controller’s responsibilities of an ACO subordinate command in accordance with the NATO Financial Regulations (NFRs) and their Financial Rules and Procedures (FRPs), and the conditions and limitations specified in the delegation of authority granted by the ACO Financial Controller.

4.    Monitors and ensures the development and maintenance of the Recognized Contractual Picture (RCP) in close coordination with SHAPE Finance& Acquisition (FINAC) / Acquisition Management Branch

5.    Represents the HQ to NATO Resource Committees on all matters with financial or procurement implications

6.    Issues financial and procurement policies and procedures to ensure efficient and effective financial and procurement management within JSEC.

7.    Develops financial plans, analysis and reports, oversees the development of Consolidated Resource Proposal inputs, and coordinates the Military Budget prioritization and management process within JSEC.

8.    Ensures the correct application of rules and regulations governing tax exemption and customs clearance for the Command.

9.    Signature on behalf of COM will commit NATO and/or the HQ to Memoranda of Understanding (MOU) and Service Level Agreements (SLA).

10. Contract approval authority for the HQ: Co-signs procurement contracts above the limits specified in the NFRs/FRPs.

11. Executes other framework tasks as directed by the COS.

 

Special Requirements and Additional Duties

The incumbent may be required to undertake deployments in support of military operations and exercises, and/or TDY assignments, both within and without NATO boundaries up to 180 days. The employee may be required to perform a similar range of duties elsewhere within the organization at the same grade without there being any change to the contract.

 

 

Essential Qualifications

A.        Professional/Experience

1)    Minimum 10 years of progressive experience in financial management, accounting, financial reporting and control, or procurement, including 5 years in senior leadership or managerial roles.

 

2)    Experience with the development and implementation of financial and procurement policy and procedures.

 

B.        Education/Training

Master’s Degree or equivalent in finance, accounting, business administration, economics, public administration or related discipline and 10 years post related experience.

 

C.        Language

English - SLP 4343 - (Listening, Speaking, Reading and Writing)

NOTE: The work both oral and written in this post and in this Headquarters as a whole is conducted mainly in English.

 

Desirable Qualifications

A.           Professional Experience

1.    Experience in finance, procurement, and contractor support for military operations, including the use of information systems to manage and provide an operational picture of contractor support or financial operations.

2.    Experience with financial and procurement management regulations and procedures of governments and international organizations, including NATO-specific frameworks.

3.    Proven experience in internal control and risk management best practices within the context of finance and procurement functions, including the application of internationally recognized frameworks such as the COSO[1] Internal Control Framework. 

4.    Proficiency in using Enterprise Resource Planning (ERP) systems, such as Oracle E-Business Suite, SAP and similar ERP systems, to support financial and procurement processes.

 

 

B.           Education/Training

Advanced, post-related professional training, certifications, or accreditations from internationally recognized institutions, governments, or organizations (e.g., Certified Public Accountant, Certified Management Accountant, Certified Professional Contract Manager, or equivalent).

2.    Professional Contacts: The incumbent will frequently be called upon to provide informational or decision briefings to senior staff in the HQ and other organisations. Participation in such meetings routinely ranges in rank to OF-7, and occasionally occurs at even higher levels. Negotiation and consultation with the Host Nation (e.g. Ministry of Defence, Ministry of Finance), internal coordination with COM Group, other Directorates` leaders and external coordination with ACO and other NATO entities is required.

 

3.    Contribution to Objectives: The incumbent of this post is responsible for the proper administration and expenditure of all financial resources allocated to the HQ. The successful management of those resources is considered vital to the achievement of the HQ`s mission. Furthermore, the efficiency of his/her performance has a material impact on the overall NATO Military Budget and – as such – is critical to maintaining NATO`s military capabilities.

 

4.    Supervisory Responsibilities: 

a.    Leads and sets vision for 4 branches, including motivating, assigning and reviewing work, assessing performance and initiating disciplinary action 

b.    Directs the work of the branches within the priorities set by the COM Group and exercises final authority over recommendations made by the subordinate staff

c.    May be required to direct and supervise the work of one or more HQ multifunctional team

 

REMARKS:

 

Duration of contract: Duration of contract: In accordance with NFRs, the Financial Controller of a NATO body shall be appointed for a period of three years which may be renewed one time only for a further period of three years.

 

The salary will be the basic entry-level monthly salary defined by the NATO Grade of the post, which may be augmented by allowances based on the selected staff member’s eligibility, and which is subject to the withholding of approximately 20% for pension and medical insurance contributions.
