ACT contributes to preserving the peace, security and territorial integrity of Alliance member states by leading, at Strategic Command level, Warfare Development required to enhance NATO’s posture, military structures, forces, capabilities and doctrines.

The Capability Development Directorate (CAPDEV) comprises two Divisions—Requirements and Capabilities. The Directorate supports SACT in his Capabilities Requirement Authority (CRA) role. It is responsible for a holistic through lifecycle Capability Development approach that infuses innovation and transformative efforts that are an integral part of the Warfare Development. This includes responsibilities for elicitation, development, capture and collection, quality review, traceability and visibility of capability requirements.

The Capabilities Division coordinates the development of capabilities from capability planning through acceptance and then disposal with the management entities, NATO Headquarters staff and the NATO Governance Structure. This entails synchronizing horizontally across capabilities to achieve coherent efforts and outcomes.

The Joint Intelligence, Surveillance, and Reconnaissance and Joint Effects Branch is responsible for NATO Enterprise and Alliance capability programme planning, coordination, and monitoring, across all domains (Air, Land, Maritime, Cyberspace and Space), policy and DOTMLPFI lines of development throughout the lifecycle

The employee is the Senior Integrator and Architect for those projects within the JISR and Awareness Programme.  He / she will have expertise in both, the JISR/Awareness operations functional area and capability development planning and integration. The employee will guarantee the consistent and persistent implementation of all JISR and Awareness coordination activities.

Principal Duties:

  • As Senior Integrator and Architect for assigned programmes and projects within the JISR and Awareness Programme, he/she coordinates and monitors the full life-cycle of capability development, implementation, and disposal across all elements of DOTMLPFI including the following steps:
    • Receive capability requirements;
    •  Create capability development and implementation plans, including creating capability architectures in close coordination with project architecture custodians in accordance with NATO policy, with these architectures linked to warfighter requirements through the NATO Defence Planning Process (NDPP), the NATO Security Investment Programme (NSIP) and interoperability standards;
    • Coordinate with nations and host nations to develop and implement integrated capabilities;
    • Coordinate the acceptance of capabilities;
    • Coordinate the disposal of obsolete capabilities;
    • Provide reports and updates, including briefings and presentations to NATO and National representatives and staffs, bodies, and working groups, including at the flag officer level.
  • Have enduring knowledge of NATO policies and processes to include governance, common-funding, doctrine and training management.
  • Coordinate and consolidate the programmes of work and support from NATO agencies, industry, and the Science and Technology Organization.
  • Provide JISR and Awareness SME support to other branches, divisions, and directorates as necessary.
  • Support the maximization of interoperability among NATO, Allied, and Partner capabilities including beyond JISR and Awareness communities of interest.
  • Support efforts among ACT, NATO, and Nations to transform their technological approaches and capabilities to be up to date with the current technological landscape in the military and commercial sectors through the Common Funded Governance Model and other approaches as appropriate.
  • Direct and/or support JISR Awareness testing, experimentation, and assessment across the capability continuum.
  • Support the Section Head and Branch Head in developing and strengthening high-level relationships with external organizations, outreaching, influencing, and collaborating with JISR and Awareness stakeholders.
  • Build teams when directed or needed to advance NATO JISR, managing and directing these teams and employing formal project management skills to manage the various projects across DOTMLPFI.
  • Develop and maintain a five-year Warfare Development plan driving the JISR Programme of Work, with associated resources and deliverables across the DOTMLPFI.
  • Participate in pertinent Federated Mission Networking syndicates and working groups to ensure JISR and Awareness capabilities and data are available and impactful in the multinational domain.
  • Supports the Section Head by managing the JISR and Awareness Section resources and personnel, submitting annual resource requirements and spend plans, as well as emergent requirement requests when necessary.
  • Partner with the ACT Joint Effects Senior Integrator/Architect and staff to develop and implement effective JISR and Awareness support to and integration with operational effects including Joint Fires, Targeting, Electromagnetic Operations, Force Protection/Counter-threat, and Information Operations. This will include, but is not limited to, pursuing architectures, interfaces, and standards for ensuring two-way data exchange and interoperability between functional databases, applications, and services.
  • Partner with the ACT AFSC Senior Integrator/Architect and staff to develop and implement effective JISR and Awareness support to and integration with operational effects. This will include, but is not limited to, pursuing architectures, interfaces, and standards for ensuring two-way data exchange and interoperability between functional databases, applications, and services.
  • Collaborate with the ACT Space Senior Integrator/Architect, ACT Cyber Capabilities Branch and other relevant staff to develop and implement effective Space Domain Awareness and Cyber Domain through mutually supporting efforts between JISR/Awareness. This will include, but is not limited to, pursuing architectures, interfaces, and standards for ensuring two-way data exchange (intelligence, meteorology, geospatial, space-threat, space objects) and interoperability between functional databases, applications, and services.

Essential Qualifications / Experience:

  • University Degree  in management information systems, accounting, economics, finance, business administration, public administration, operations research, project management or related discipline  and 2 years function related experience, or Higher Secondary education and completed advanced vocational training  in that discipline leading to a professional qualification or professional accreditation with 4 years post related experience.
  • Two to Four years of Experience working in joint military commands, in JISR or Awareness disciplines, or equivalent areas.
  • Attend other relevant related functional expertise courses offered by NATO School and/or College for secondary functional expertise duties.
  • ACT Portfolio, Programme and Project Management (P3) Course and PRINCE2 or equivalent
  • Additional experience in other areas are expected but not required (NOC): 5MJ – Joint Operations, 5M2 – Intelligence, 50612A – Consultancy, 5M6BB – Command and Control Support (Operational Planning – Information Services.

Language:

English – SLP 3333 - (Listening, Speaking, Reading and Writing)

Desirable Qualifications / Experience:

  • Operational JISR, Geospatial Information and Services, Meteorology, Oceanography or other disciplines pertinent to battlespace awareness.
  • Masters degree in Management or Engineering.
  • Military Academy.
  • French - SLP 2222 - (Listening, Speaking, Reading and Writing)

  • There are no first line reporting responsibilities, however, he/she will at times lead working groups and other planning, assessment, and implementation teams.  For these teams, he/she must be able to determine priorities and ensure the effect use of limited time

  • Due to the complexity of NATO policies, processes, and structures, rapid and effective coordination depends greatly on professional contacts. This position can only be successful by leveraging a network of other NATO employees in the various headquarters and agencies.   • He/she is responsible for requesting and effectively utilising the appropriate resources for Research and Development, Concept Development and Experimentation, Travel/Engagement, and for supporting the estimates for Operation and Maintenance of Common-Funded Systems.

Security Clearance

The successful applicant will be required to apply for and receive a COSMIC TOP SECRET/B Security Clearance prior to final confirmation of contract and commencement of employment.

Contract

Serving NATO International Civilian staff will be offered a contract in accordance with the NATO Civilian Personnel Regulations.  Newly recruited staff will be offered a three year definite duration contract.
