Post Context

Headquarters Allied Joint Force Command Norfolk (JFCNF) provides a resilient, static Joint headquarters to plan, prepare and conduct operations across all domains in peacetime, crisis and conflict, in order to support NATO’s three core tasks, at the Joint Operational level, as directed by SACEUR. 

The Operations Directorate is responsible for directing, monitoring, assessing and coordinating operational effects and staff functions. It assists and provides advices in the execution of assigned responsibilities and duties regarding all regionally and focused operational activities. 

The J2 Division provides intelligence in support of the planning; preparation; execution and assessment of NATO assigned operations. It supervises the activities of the Joint Intelligence Collection Branch, Joint Intelligence Direction and Support Branch, and the Joint Intelligence J2/3 Branch. 

The Joint Intelligence Processing and Assessment Branch delivers comprehensive hybrid/conventional/integrated threat assessments, system analysis and single joint operational topic reporting. 

The Whole of State Intelligence Assessment Section maintains from an operational level perspective understanding of adversaries’ non-military Political, Military, Economic, Social, Infrastructure and Information (PMESII) domains and for asymmetric/hybrid threats to include cyber, terrorism, paramilitary forces and information confrontation. 

The incumbent analyses information and intelligence pertaining to the “PMESII Infrastructure domain” in order to contribute to the development of a comprehensive view and understanding of the engagement space, in coordination with other sections in the J2 Intelligence Processing Assessment Branch, supporting Knowledge Development, the operational planning, and the decision-making processes. 

Principal General Duties (similar across all 4 advertised posts):

The incumbent's will:

  • Analyse information and intelligence pertaining to their specialty (either the PMESII Infrastructure Domain, the Economic and Threat Finance, the Information Domain or the Socio-Cultural domain) in order to contribute to the development of a comprehensive picture of the engagement space, and in support of the Knowledge Development, and the operational planning and decision making processes of JFCNF.
  • Provide JFCNF with subject matter expertise and advice on their specialty (Military/Civilian Infrastructure and Transportation, Economic Domain and Threat Finance Area, Information and Non-Mil Cyber or Socio Cultural and Whole of Government) based on an objective, scientifically based problem-solving capability.
  • Conduct all-source intelligence analysis to support the System of Systems Analysis (SoSA) in order to develop actionable knowledge.
  • Identify actors, organizations, relationships, dependencies, and interactions within their specialty (Infrastructure Domain, Economic Domain, Information Domain or Social System) in coordination with the other Whole of Government/PMESII domain analysts, and with support of the other branches of JFCNF J2.
  • Create and draft intelligence summaries, intelligence reports, and provide inputs to threat assessments on their area of specialty, covering both state and non-state actors.
  • Maintain and update encyclopedic data on their specialty for all areas of intelligence responsibility for JFCNF, according to NATO guidelines.
  • Conduct horizon scanning and maintain situational awareness on their specialty in support of NRF and the JFNCF’s regional focus.
  • Coordinate and exchange information on a regular basis with the counterparts in JFC Naples, Brunssum and Single Service Commands.
  • Coach and mentor intelligence personnel on intelligence methodology and procedures.
  • Identify educational opportunities and represent JFCNF J2 at seminars, workshops and conferences within NATO, and engage with external stakeholders and organizations to increase own subject matter expertise and network.

Principal Specific Duties (specific to each individual post):

  • Infrastructure Analyst - In addition to above Specific General Duties, the Infrastructure Analyst will also: Support the Target System Analysis effort with relevant Infrastructure and Transportation intelligence products. Depending upon requirements, may be required to direct and supervise the work priorities of one or more HQ multifunctional teams.
  • Economic/Defence Industries Analyst - In addition to above Specific General Duties, the Economic/Defence Industries Analyst will also: Identify the means and methods used by potential adversaries/malign actors to finance their operations and support their activities and how the connected risk areas such as corruption, money laundering and economic cybercrime pose a threat to NATO and JFCNF operations. This includes persons and entities that provide financial and material support to illicit networks, criminal patronage networks and corrupt government officials. Acts as J2 Focal Point and Point of Contact and JFCNF supporting Officer of Primary Responsibility for Building Integrity, the cross cutting process which addresses Counter-Corruption and Anti-Corruption and its impact on operations. Provides counter threat finance analytical support to Special Operations and Target System Analysis of threat networks and High Value individual targeting.
  • Information and Non-Military Cyber Analyst - In addition to above Specific General Duties, the Information and Non-Military Cyber Analyst will also: Attend and represent J2 in relevant Working Groups, amongst all Information Activity and Cyber Defence related Working Groups; deliver analyses and briefings on potential adversaries’ non-mil cyber activities to the Working Groups on a regular basis, both ‘real-world’ and during exercises. Provide support to and cooperate with JFCNF J2X Cyber Counterintelligence personnel.
  • Socio Culture and Whole of State Mobilization Analyst - In addition to above Specific General Duties, the Socio Culture and Whole of State Mobilization Analyst will also: Act as the J2 Gender Focal Point and Point of Contact for Protection of Civilians and related cross-cutting issues, including (but not exclusively) Protection of Cultural Property, Children and Armed Conflict, Woman Peace and Security and Conflict-related Sexual and gender-based Violence. In a permanent interaction with CIMIC elements, liaise with IOs, GOs and NGOs in the context of the Comprehensive Approach, paying special attention to humanitarian issues and their influence on military joint operations. Provides analytical support to TSA/High Value Individual Assessment process in the HQ, as it pertains to the socio-cultural domain and Whole of Government mobilization issues. Serve in the position of socio-cultural analyst during all phases of an operation and/or exercise; act as reach-back if necessary.

Qualification and Experience Required – these are essential unless desirable is stated in brackets.

All 4 posts require the following: 

  • Extensive work experience as an intelligence analyst in a national function, NATO or international organisations
  • Proven ability to work academically/methodically and to contribute a scientific perspective to the Knowledge Development process
  • English Language ability to SLP 3333 - Listening, Speaking, Reading and Writing
  • Familiarity with the SoSA and Knowledge Development (desirable)
  • Background experience covering Joint staff functions, preferably in a NATO environment (desirable)
  • International experience: Includes working for UN, NATO, EU and international companies (desirable)

Post Requirements:

Infrastructure Analyst

University Degree in civil engineering disciplines, geography, computer science, criminology, police, public or business administration, administration of justice, criminal law, comparative general management, political theory, behavioural or social psychology or related discipline and 4 years post related experience or Higher Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation with 5 years post related and 2 years function related experience.

Previous participation in NATO training and exercises (desirable)

Economic/Defence Industries Analyst

University Degree in economics, social sciences, criminology, police, public or business administration, administration of justice, criminal law, comparative general management, political theory, behavioural or social psychology or related discipline and 2 years post related experience or Higher Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation with 4 years post related experience. Experienced Economic Intelligence and Threat Finance Analyst with specific analytical experience dealing with related instruments of power and knowledge of illicit financial activities of nation state adversaries, insurgency, terrorist and corruption networks. Strong understanding of global finance and economics through experience or knowledge in international economics, threat finance or organized crime and sound understanding of the interaction of these disciplines with complex military operations and operational planning. Specific experience and working knowledge of Economic Intelligence and threat finance analytical framework, functional defeat model and systems-of-systems methodologies (desirable).

Information and Non-Military Cyber Analyst

Degree or equivalent in history, political science, international relations, social sciences or related discipline and 2 years function related experience. Sound understanding or the interaction of those disciplines with military operations. Educational and practical background of the information domain / media derived from a university and working experience (desirable)

Russian language ability to SLP 1121 - (Listening, Speaking, Reading and Writing) (desirable)

Socio Culture and Whole of State Mobilization Analyst

Degree or equivalent in philology, anthropology, behavioural or social psychology, cultural studies, sociology or related discipline and 2 years function related experience. Sound understanding of the interaction of those disciplines with military operations.

Educational and practical background of the social domain derived from a university and working experience.

Russian language ability to SLP 3232 - (Listening, Speaking, Reading and Writing) (desirable)

Attributes/Competencies:

Personal Attributes: The incumbent must display a high degree of professionalism and adaptability. Due to constantly changing nature of tasks and deadlines, he/she might be required to work long/irregular hours. The post holder mush has excellent presentation and communication skills, interpersonal judgment, tact and the ability to work in a fast-paced changing international environment. 

Security Clearance

All 4 posts require a NATO Security Clearance. The Infrastructure Analyst and Economic/Defence Industries Analyst posts require the successful applicant to apply for and receive a NATO Cosmic Top Secret (CTS) Clearance. The Information and Non-Military Cyber Analyst and Socio Culture and Whole of State Mobilization Analyst posts require the successful applicant to apply for and receive a NATO Secret (NS) Clearance.

The final confirmation of contract and commencement of employment will not be issued until the relevant security clearance has been received.

Contract - Serving NATO International Civilian staff will be offered a contract in accordance with the NATO Civilian Personnel Regulations.  Newly recruited staff will be offered a three-year definite duration contract.
