JOB TITLE: Internal Review Chief

LOCATION: KFOR HQ, PRISTINA

NATO GRADE: MCIV6

 

Our organization:

The NATO-led Kosovo Force (KFOR) is deployed in Kosovo to help maintain a safe and secure environment and freedom of movement for all citizens, irrespective of their ethnic origin. KFOR is part of the wider international effort to build peace and stability in the area. Headquarters KFOR (HQ KFOR) is based in Camp Film City, Pristina.

KFOR J8 Internal Review Office (IRO) controls within HQ KFOR the proper application of NATO financial procedures and regulations. It also controls KFOR Customs matters regarding sales of duty or tax-free goods imported. The activity involves preparing, conducting and exploiting the inspection missions, in accordance with, but not limited to, relevant Directives, Supplements, SOPs, or documents of similar nature.

Principal duties:

·                Supervises, directs and leads the IRO inspection team as it inspects.

·                Liaises, communicates, coordinates and follows up IRO activities with other departments.

·                Supervises, directs and leads the Internal Control activities and follows up as necessary.

·                Analyses and reviews IRO and Internal Control findings, ensuring possible courses of action are provided to commanders.

·                Participates as an active member of the KFOR Customs Teams (KCT) as and when required.

·                Prepares and implements planned (and authorized) IRO and CCT Inspection Schedule, producing mid-year and end-of-year reports.

·                Responds in case of need to special requests for IRO assistance in situations requiring independent, impartial analysis, input and advice.

·                Conducts routine and one-off/special inspections in accordance with NATO financial regulations and related ACO directives.

·                Keeps the IRO and other pertinent Standard Operating Procedures (SOP) and other J8 related financial SOPs up-to-date.

The work is normally performed in a normal NATO office-working environment. Normal Working Conditions apply.

The employee may be required to perform a similar range of duties elsewhere within the organization at the same grade without there being any change to the contract. The incumbent may be required to undertake TDY assignments, both within and outside NATO boundaries.

 

 

The required qualifications are:

·                English – Candidate will be required to have a very good level of speaking, reading, writing, and listening in English. Candidates who are shortlisted for the position will be administered a language test.

·                University or equivalent background in business administration or related fields.

·                Minimum 6 years' practical experience in internal control duties, auditing and/or customs matters.

·                Category B driving license.

The desired qualifications are:

·                Internationally recognized auditing certification

·                Internationally recognized accounting certification

·                Experience with warehousing software

·                Working knowledge of NATO and/or other public/military international and/or national organizations

·                Working knowledge of international commercial transportation customs regulations.

·                Accounting experience

Problem Solving

The work covers many similar and/or dissimilar tasks which normally require personal, intellectual and technical skills and substantial problem solving. Although clear guidance and standard rules/regulations are available, ability to analyze and solve problems is needed to deal with specific issues.

Problems may be broadly similar in nature with differing situations often raising new issues which require solutions involving constructive and analytical thinking and judgement. The solution may require devising new or the modification and adaptation of existing methods, techniques and procedures and assessing potential impacts/risks. Ability to observe, analyse, draw conclusions from, and communicate opportunities, problems and solutions

Managerial Responsibilities:

As the manager of the Internal Review Office, the incumbent plans and directs all IRO and Internal Control activities. Manages and direct work of one Local Civilian Hire (LCH) staff member. Develops courses of actions, controls and influences overall work priorities. Involved in the direction, planning and coordination of related but diverse subjects requiring external coordination.

Professional Contacts:

Regular professional contacts inside and/or outside immediate activity on functional matters. Solicits and gives information and provides advice/guidance. May negotiate at own level and should use initiative. These contacts, within designated levels of authority, could commit the organizational element to a course of action. Requires normal courtesy, understanding and tact in dealing with others.

Virtually self-supervisory and subject to high management review. Supervision, analytical and constructive thinking, evaluation, even creativity is required for the determination of best courses of action in the functional area. Work context results in actions and/or recommendations that may substantially impact on the efficiency, image and financial resources of the HQ.

Nationality Requirements:

Applicants must be nationals of KFOR Troop Contributing Nations (TCN).

Before any appointment is confirmed, the preferred candidate will be required to obtain a NATO Security Clearance and to successfully pass a medical examination certifying fitness to work.

The successful candidate will be offered a 12-month contract, which may be renewed yearly up to a maximum period of six years and subject to satisfactory performance and the continued operational need/funding for the position.

Information on Employment Conditions (this is provided as a guide only and is not meant to be an exhaustive list)

The starting salary for MCIV-6 is 7,087.00 € per month (exempt from local taxation).

·                Addition amount of 12% of the basic pay paid by organization for personal pension obligations, plans, and/or schemes.

·                30 days annual leave per calendar year

·                Up to 7 Special leave days

·                Up to 11 days Official/National holidays.

·                An installation allowance equal to one month’s salary (eligible if opting to stay outside of the camp. 50% to be reimbursed if not completing two consecutive years of service).

·                A removal allowance equal to one month’s salary, after having completed at least one year of consecutive service, unless removal expenses are reimbursed by any other source.

·                Travel Expenses paid to take up duty / end of tour from/to your permanent residence.
