Supreme Headquarters Allied Powers Europe (SHAPE) provides an integrated Strategic Effects framework, employing a multi-domain and multi-region focus to create a 360-degree approach, with the flexibility to enable, upon direction, a seamless transition from Baseline Activities and Current Operations (BACO) up to the Maximum Level of Effort (MLE). SHAPE supports the Supreme Allied Commander Europe (SACEUR) in fulfilling his terms of reference, as directed by the North Atlantic Council.

The PLANS Directorate is responsible for the development, review and maintenance of Strategic Planning, Advanced Planning and Crisis Planning products for ACO; contributes to the development of strategic policy and concepts for ACO; preparation of the NATO Command Structure (NCS) and declared forces for current and future operations across the full spectrum of mission areas; developing Education, Training, Exercise and Evaluation (ETEE) direction and guidance in line with strategic policy; ensuring that forces are prepared in accordance with evaluation criteria; oversees and executes the ACO Lessons Learned (LL) process.

The J7 Division sets the requirements for the preparation of the NATO Command Structure (NCS) and declared forces to meet the full spectrum of current and future Alliance Operations and Missions (AOM).

The Future Plans and Requirements Branch sets the requirements for the preparation of the NATO Command Structure (NCS) the NATO Force Structure (NFS) and declared forces to meet the full spectrum of current and future Alliance Operations and Missions (AOM).

The Lessons Learned Section (LL) manages the LL Capability for SHAPE and within ACO.

The lead for the NATO Lessons Learned Toolset (NLLT) Capability Requirements (CRs) has transferred from the Information Management for Capability Development (IMCD) to the Education, Training, Exercises and Evaluations (ETEE) Functional Services (FS) Capability Programme. The integration of the NLLP in the ETEE FS Capability Programme is an excellent opportunity to develop a Lessons Learned (LL) capability that supports the vision of the NATO LL Capability Roadmap. This follows a decision by the relevant LL stakeholders, including SHAPE, JALLC and the NATO Standardisation Office, that the ETEE FS Programme is the best solution to lead the fulfil the LL requirements in both programmes.

 

Principal Duties

The incumbent's duties are:

 

1.    Represent SHAPE Lessons Learned (LL) in all ETEE FS Development Programme events.

 

2.    Provide LL expertise to the ETEE FS Development Programme in order to ensure LL requirements are integrated and coordinated with the rest of relevant services provided by other capabilities.

 

3.    Coordinate with other LL stakeholders (e.g. HQ SACT, Joint Analysis and Lessons Learned Centre (JALLC), and ACO) inputs and contributions to the ETEE FS Development Programme.

 

4.    To be the temporary principal lead as SHAPE Local NATO Lessons Learned Portal (NLLP) Manager (LNM) according to the BiSC Directive 080-006 Lessons Learned.

 

5.    Effectively support the execution of the NATO LL process from the initiation to the final stage/sharing of the LL products.

 

6.    Operate the staffing of observations through the whole process.

 

7.    Operate other features in the NLLP with Local NATO Portal Manager (LNM) rights.

 

8.    Assigns and manages NLLP accounts for SHAPE.

 

9.    Develop and maintain LL collaborative tools in SHAPE.

 

10. Provides training in NLLP and LL collaborative tools to all SHAPE personnel, focused to newly assigned LLSOs and LLPoCs.

 

11. Assists as SHAPE LNMs in NLLP workshops, led by JALLC, and LL meetings and VTCs.

 

12. Providing feedback on delivered products and services to help with Quality Assurance.

 

13. Undertakes work as part of a LL project team or working group as directed or assigned.

Special Requirements and Additional Duties

The incumbent may be required to undertake deployments in support of military operations and exercises, and/or TDY assignments, both within and without NATO boundaries up to 180 days. The employee may be required to perform a similar range of duties elsewhere within the organization at the same grade without there being any change to the contract.

  

Essential Qualifications

A.        Professional/Experience

1.    Experience

 

 

a.    Previous experience in staff work related to programming activities.

 

b.    Previous experience in database management.

c.    Experience as a Lessons Learned Staff Officer

 

d.    Detailed knowledge of administration and military correspondence, preferably Joint Staff (operational or strategic) experience.

 

e.    Solid understanding of the NATO LL Capability and NLLP.

 

2.    The incumbent must possess demonstrable experience for:

 

a.    Use of Initiative.

 

b.    Working Independently.

 

c.    Problem solving.

 

d.    Understanding complex processes.

 

e.    Managing stakeholder interdependencies.

 

f.     Thinking creatively.

 

g.    Communicating clearly.

 

B.        Education/Training

University Degree  in business administration, engineering, economics, political science, public administration, operations research, business process engineering or related discipline  and 2 years post related experience, or Higher Secondary education and completed advanced vocational training  in that discipline leading to a professional qualification or professional accreditation with 4 years post related experience.

 

C.        Language

English - SLP 3333 - (Listening, Speaking, Reading and Writing)

NOTE: The work both oral and written in this post and in this Headquarters as a whole is conducted mainly in English.

 

Desirable Qualifications

A.           Professional Experience

1.    Experience working in NATO environment.

 

2.    Previous experience in the NATO Lessons Learned process as LLSOs.

 

3.    Previous experience as a Local NLLP Manager.

 

B.           Education/Training

1.    NATO Lessons Learned Staff Officer Course provided by JALLC – facilitated by Swedish Armed Forces International Centre (SWEDINT) or equivalent.

 

2.    NATO Lessons Learned Portal Manager Course provided by NATO Communications and Information Academy NCI(A) or equivalent.

 

3.    TOPFAS OPT for User provided by NATO Communications and Information Academy (NCI Academy) or equivalent.

 

4.    NATO Alternative Analysis Course provided by NATO - School Oberammergau (NSO) or equivalent.

 

5.    NATO Exercise Planning Course or equivalent.

 

Attributes/Competencies

1.     Personal Attributes: The incumbent is expected to work as a team member of the Lessons Learned Section and to establish his/her own daily routine based on a self-assessment of defined requirements and priorities.

 

The incumbent may be required to travel to other NATO Headquarters’ sites.

 

2.    Professional Contacts: Regular professional contacts with others inside and/or outside immediate organization on functional matters. Solicits/gives information and provides advice/guidance.

 

3.    Contribution to Objectives: Work involves the provision of Lessons Learned expertise, training and NLLP management within and outside of the organization.

  

REMARKS:

Duration of contract:  (Pending approval) The successful candidate will fill this post as a Project Related NATO International Civilian (PLN) with a three-year definite duration contract within the NATO 2030 Agenda. On expiry of this term, the PLN will be deleted or absorbed into the ceiling pending approval or will exceptionally be considered for extension.

The salary will be the basic entry-level monthly salary defined by the NATO Grade of the post, which may be augmented by allowances based on the selected staff member’s eligibility, and which is subject to the withholding of approximately 20% for pension and medical insurance contributions.
