1.SUMMARY
The Political Affairs and Security Policy (PASP) Division leads on the political aspects of NATO’s core tasks and is the International Staff’s hub for partnerships.
The Multilateral Organisation Section (MO) is responsible for handling NATO’s relations with Multilateral Organisations and Non-Governmental Organisations (NGOs), such as the European Union (EU), United Nations (UN), OSCE, Council of Europe,
Under the general guidance of the Head of Section, the incumbent will be responsible for work related to a number of multilateral organisations, most prominently the OSCE and international organisations based in Vienna, relevant for NATO.
Within this framework, the main functions of the Officer will include: liaising with Allied delegations to and permanent staff of the OSCE and explore ways to enhance NATO’s policy impact in the OSCE. The Officer will, on a regular basis, inform the NATO Caucus at the OSCE about developments in relevant issues on NATO’s agenda, contributing to the coordination of the positions of Allies on NATO-relevant OSCE initiatives, including on strategic policy debates, regional activities or Confidence and Security Building Measures (CSBMs), arms control, disarmament, non-proliferation, and counter-terrorism. He/she will work to maintain and further develop contact with OSCE institutions as well as the OSCE Chairperson-in-Office (CiO).
2.QUALIFICATIONS
ESSENTIAL
The incumbent must:
- possess a university degree, preferably in security policy, international relations, or a related field;
- have at least 8 years of relevant professional experience, focusing on political analysis, as well as policy development for and International Organisation or national administration;
- be familiar with the Alliance's political and military consultative process and with the key issues involved;
- have a clear understanding of, and experience in, major current international political and politico-military problems, particularly as they relate to the Alliance;
- have excellent communications skills, both orally and in writing;
- have experience in lecturing, briefing and public speaking;
- possess the following minimum levels of NATO’s official languages (English/French): V (“Advanced”) in one; II (“Elementary”) in the other;
- have the ability to draft quickly and concisely and to make presentations in at least one of the two official languages of the Organization;
- be prepared to work outside normal office hours and to travel when required.
DESIRABLE
The following would be considered an advantage:
- experience in governmental administration or multilateral service;
- knowledge of the organisational structure and working methods of the OSCE, in particular in the NATO-OSCE context;
- knowledge of NATO’s cooperation with International Organizations;
- knowledge of CSBMs, arms control, disarmament, non-proliferation, and counter-terrorism related issues.
3.MAIN ACCOUNTABILITIES
Expertise Development
Provide advice and assistance to senior NATO officials on issues related to the OSCE and other IOs in Vienna, including contributing to relevant briefing packages for the Secretary General's and Deputy Secretary General’s meetings with OSCE officials under the officer’s responsibility. Inform the Allied delegations in Vienna of developments in major issues related to NATO. Contribute to effective coordination of Allied positions, both in Brussels and Vienna, on major initiatives, including on OSCE general security discussions, OSCE regional activities, or Confidence and Security-Building Measures (CSBMs), arms control, disarmament, non-proliferation, and counter-terrorism.
Representation of the Organization
Liaise with Allied Delegations to the OSCE in Vienna and other international organizations based in Vienna with the aim of reinforcing NATO’s profile and raising awareness of specific development within the Alliance’s remit. Represent the Alliance at the OSCE and Vienna based IOs (with special focus on the IAEA, CTBTO, Wassenaar, and the UN Office on Drugs and Crime) events and conferences.
Policy Development
Complement and contribute to MO/PASP advice and support to ASG PASP and through him/her, to the Secretary General, on areas of interest related to OSCE and other IOs in Vienna. These will include general debates on the overall Euro-Atlantic security environment, regional activities (e.g., Ukraine, the Balkans, and the Caucasus) and CSBMs, arms control, disarmament, non-proliferation, and counter-terrorism related issues. Contribute to policy development pertaining to areas of responsibility.
Stakeholder Management
Ensure the effective function of the network of stakeholders within NATO and Allied delegations to and permanent staff of the OSCE and other IOs based in Vienna. Manage institutional relationships between NATO and the OSCE and proactively address issues with the Section's management. In a coordinating role, reconcile sometimes diverging interests from different stakeholders to ensure NATO's objectives in areas of assignment are met.
Information Management
Contribute to the management of special undertakings within the Section, for example the preparation activities leading up to a Summit.
Knowledge Management
Convey information of interest between NATO HQ and NATO delegations in Vienna, as well as between NATO and the permanent staff of OSCE and other IOs based headquartered there. Draft working papers and other document for appropriate NATO officials on relevant issues, including OSCE-related contributions for NATO senior leadership memos.
Perform any other related duty as assigned.
4.INTERRELATIONSHIPS
The incumbent will interact with officials of other international organisations as necessary to carry out his/her responsibilities. Within NATO, he/she will report to the the Head of the Multilateral Organizations Section and to the PASP management, including the Director of Security Policy. At the same time, on relevant issues, the officer will interact with other Sections in the PASP Division and counterparts in other Divisions, in the International Military Staff and NATO Agencies.
