The NATO Office of Resources (NOR) provides independent and integrated expert advice to the Secretary General, NATO Resource Committees, Allies, and other stakeholders on the planning, allocation and utilisation of military common funding made available to achieve NATO’s goals and objectives.
NOR advice is based on sound judgement underpinned by facts, figures expertise and knowledge. It follows NATO policies, procedures and standards, and is independent of external stakeholder’s viewpoints. It supports efficient and effective use of public funds by assessing the policy compliance, eligibility, affordability, technical viability, and lifecycle implications of military requirements and proposed solutions.
Furthermore, the NOR facilitates resource-informed political decision-making.
The NATO Office of Resources consists of the Office of the Director and Front Office, the Committees’ Secretariat, and five branches:
The Resource Committees’ Secretariat provides staff support, including drafting, administrative, organisational, coordination and policy support, as well as procedural advice to the resource committees supported by the NOR.
The Resource and Portfolio Management (RPM) Branch provides quality, timely and relevant advice and support to NATO resource committee deliberations; in the planning, management and oversight of NATO common-funded resources; and in the central coordination and development of NATO-wide accounting and financial guidance fully taking into account current best practices in the field of public finance. The Branch promotes further integration of the NATO Security Investment Programme (NSIP) and the Military Budget processes, to ensure that lifecycle costs are considered, planned and budgeted. Additionally, the Branch leads the Capability Implementation and Resource Information Management System support and development.
The Operations and Strategic Capabilities (OSC) Branch advises on technical, financial, economic, and political perspective and supports the implementation of NATO common-funded capabilities, in particular capital investments under the NATO Security Investment Programme (NSIP) and operations & maintenance funded by the NATO Military Budget.
The Policy and Plans (P&P) Branch is responsible for the initiation and development of common funding resource strategies and policies and for developing mid- to long-term planning documents such as the multi-annual Common Funded Resource Plans and the Joint Resource Policy and Planning (RPPB)/Military Committee Annual Reports. The Branch also provides expert support on NATO-wide issues relating to resource policy and planning.
The CIS and Cyber Capabilities (CCC) Branch covers various domains of Information and Communication Technologies (ICT) including security, cyber-defence and service management and control aspects. The work of the Branch is focused on implementation, operation, administration, and maintenance of modern digital CIS, including CIS security and Cyber aspects, as well as on ICT service provisioning in support of the NATO Command Structure in both static and deployed environments including military operations in Article 5 and non-Article 5 situations.
The Air and Space Capabilities (ASC) Branch provides technical, financial, economic and political advice and support regarding implementation of NATO common-funded capabilities, in particular capital investments under the NATO Security Investment Programme (NSIP) and Operations & Maintenance (O&M) funded by the NATO Military Budget. The Branch ensures the delivery of Integrated Air and Missile Defense (IAMD), NATO-wide Air Command & Control (AirC2), Joint Intelligence, Surveillance and Reconnaissance (JISR), and Space capabilities.
How the daily work will look like?
The NOR team will foster and hone the skills of our Interns and offer opportunities to acquire new skills through daily engagement with our experts and stakeholders as we work together on NOR projects. Our interns will learn about the implementation of the 2021 Brussels and 2022 Madrid Summit decisions. These decisions have re-shaped and energised the importance of common funding at NATO, its ability to act as a key enabler to deliver the capabilities the Alliance needs, and how we can act collectively to deliver common funded capabilities better, faster and smarter. In a unique, dynamic and multicultural environment, our interns will gain an in-depth knowledge of NATO common funding and see how decision-making by consensus really works through their interactions with Resource Committees.
What do we offer?
- 6-month traineeship at NATO Headquarters, in Brussels, starting in March / September 2026.
- Full-time traineeship (38 hours a week).
- Monthly grant of €1,286.09 and a travel reimbursement upon joining and leaving the organisation.

Essential:
The candidate must:
- be a national of a NATO member state,
- be at least 21 years old,
- have at least two years of university level studies OR equivalent education OR be currently a student OR a recent graduate (degree obtained no longer than 12 months ago),
- have proficiency in one of the two official NATO languages (English/French).
Desirable:
The following criteria will be considered an advantage:
- Bachelor's degree or in the final stage of a Master’s degree relevant to the requested area of expertise,
- elementary knowledge of the second official NATO language (English/French),
- be an advanced user of IT tools including Microsoft Office, SharePoint;
- previous experience with other international organizations, national administration, research or industry.
