1. SUMMARY
The mission of the Operations Division of the International Staff (IS) is to prepare NATO for the defence of Alliance territory, to respond to crises at home and abroad, and to strengthen the capabilities of partners. The Operations Division advances the core tasks of the Alliance (Collective Defence, Crisis Management, Cooperative Security) by providing policy recommendations, situational awareness, advance planning, well-exercised and executed crisis response, and outcome-oriented defence and related security cooperation programmes.
The Current Operations Section supports the North Atlantic Council (NAC) and the Operations Policy Committee (OPC) in all political-military aspects related to NATO-led operations, missions and activities. These currently include Kosovo Force (KFOR), NATO Mission Iraq (NMI), NATO Security Assistance and Training Ukraine (NSATU), support to the African Union, support to maritime operations and other operations, missions and activities as arise.
The Current Operations Section is also responsible for coordinating the overall financial closure of the Afghanistan National Army Trust Fund (ANA-TF), following the end of NATO’s support in Afghanistan in 2021.
The incumbent, under the direction of the Head of the Current Operations Section and the ANA TF Manager, will serve as the ANA TF Officer to support the closure of the ANA -TF, in line with NAC guidance and the ANA TF Board direction. As such, the Officer supports the Manager in the closure process, engages with other divisions, donors and responsible financial entities.
2. QUALIFICATIONS AND EXPERIENCE
ESSENTIAL
The incumbents must:
- possess a university degree or an equivalent level of qualification in political science, international relations or related fields;
- have at least 1 year of relevant policy experience in executing similar duties in an international affairs context;
- have knowledge of international relations and current affairs, with particular emphasis on crisis management issues and international organisations;
- have experience in policy development of multilateral and/or political-military crisis prevention and management;
- have the ability to organise and manage projects;
- demonstrate flexibility and strong drive for teamwork and diversity;
- possess excellent drafting skills;
- possess the following minimum levels of NATO’s official languages (English/French): V (“Advanced”) in one; level II (“Elementary”) in the other;
- be available and willing to travel to non-permissive environments and undertake the Hostile Environment Awareness Training (HEAT);
- provide proof of medical fitness and compliance with preventive medical measures and requirements in the area of deployment;
- be prepared to work outside normal office hours, if required.
DESIRABLE
The following would be considered an advantage:
- a postgraduate degree relevant for the position;
- experience working for relevant International Organisations or a national administration;
- previous experience of programme management;
- knowledge of managing Boards and/or trust funds, particularly in the NATO context;
- knowledge of NATO Headquarters environment and processes.
Project Management
Contribute to and support policy development, monitoring and analysis in relation to the ANA Trust Fund. Coordinate and draft papers, briefs and recommendations for consideration in appropriate fora, including the ANA Trust Fund Working Group, the ANA Trust Fund Board, and the North Atlantic Council (NAC). Follow and report on the implementation progress of the ANA TF closure and identify lessons applicable for broader NATO policy on trust funds. Review lessons learned from recent trust fund or NATO program closures in order to identify practical steps by which comprehensive planning for ANA TF closure can be improved.
Planning and Execution
Ensure timely and quality delivery of outputs by demonstrating an ability to outline a task from beginning to end, including managing timelines, stakeholders and substantive developments as the task progresses.
Stakeholder Management
Develop contacts and cooperation in support of the ANA TF with Allies, donors and relevant international organisations.
Expertise Development
Contribute personal expertise to the development of the ANA TF closure management and offer lessons to the section from the ANA TF, as applicable. Apply background expertise and be prepared to provide recommendations and undertake activities designed to improve knowledge, understanding and expertise.
Knowledge Management
Ensure the ANA TF data is appropriately collected and managed.. Contribute to the development and follow-up of appropriate databases.
Perform any other related duty as assigned.
4. INTERRELATIONSHIPS
The incumbents report to the ANA TF Manager and the Head of the Current Operations Section and coordinate closely with other officers across the International Staff. They maintain close working relationships within OPS and liaise with other NATO Divisions and Independent Offices, and NATO Military Authorities (NMA), as appropriate, in order to ensure proper coordination and communication regarding work activities. In addition, they will be required to maintain solid communication with international organisations and take on assignments that may change due to events.
