1. SUMMARY

The mission of the NATO Science & Technology Organization (STO) is to help position the Nations and NATO’s S&T investments as a strategic enabler of the knowledge and technical advantage for the defence and security posture of NATO and Partner Nations.

 

The Office of the Chief Scientist (OCS) is chartered to provide executive and administrative support to the Chief Scientist in fulfilling his/her roles as the Chair of the STB and the senior scientific advisor at NATO Headquarters.

 

The Strategy & Policy Branch (SPO) provides the primary support to the Chief Scientist in the roles of Chair of the NATO Science & Technology Board (STB) and Head of the OCS. The branch drafts and develops the STB guidance for the STO and the NATO S&T community, and oversees its implementation. Furthermore, SPO promotes STO partnerships, performs outreach to NATO S&T stakeholders, and prepares strategic messages for the Chief Scientist at STO corporate level.

 

The Officer, Coordination & Outreach provides support to the Chief Scientist in promoting the STO’s strategic outreach to the NATO S&T Enterprise and the broader ecosystem by fostering programme coordination and knowledge exchange. The incumbent contributes to building new and strengthening existing relationships and thus supports the implementation of the NATO S&T Strategy and the NATO S&T Priorities.

2. QUALIFICATIONS AND EXPERIENCE / ESSENTIAL QUALIFICATIONS: ESSENTIAL

The incumbent must:

  • have a degree from a university or institute of recognised standing or an equivalent qualification from a defence/military institution in a scientific, technical, engineering or mathematical discipline;
  • have a significant previous experience, minimum 7 years, of working in a Science & Technology environment at different management levels;
  • have 3-year experience in working in large international organizations having demonstrated the capability of working in a multinational and multicultural environment with scientific and military personnel at all levels;
  • have knowledge of research and development organizations;
  • have knowledge of strategic planning concepts and methods;
  • have knowledge of programmes and activities within NATO member states’ S&T communities;
  • have broad operational knowledge of military technology.
  • have proven skills in leadership, conflict resolution and negotiating, chairing meetings, authorship of clear and concise documents, giving effective presentations, and training of subordinates.
  • have sufficient managerial experience in the same or related career field at various levels of responsibility.
  • have a proficient knowledge of software packages, in particular the Microsoft Office suite (including Outlook, Word, Excel, PowerPoint, SharePoint);
  • Possess the following minimum levels of NATO’s official languages (English/French): V (“Advanced”) in one; 3 (“Intermediate”) in the other; The work in the STO is mainly conducted in the English language;
  • be flexible to work and travel outside normal office hours when required.

DESIRABLE

The following would be considered an advantage:

  • a post-graduate degree in a scientific, technical, engineering or mathematical discipline of interest to defence and/or security;
  • experience in a Ministry or Department of Defence dealing with the development of defence capabilities and military technology;
  • practical management experience in planning, programming and budgeting;
  • excellent knowledge of both NATO official languages;
  • knowledge of other language(s);
  • experience in working in an S&T organization.

3.  MAIN ACCOUNTABILITIES

The incumbent is responsible for:

  • Supporting the Chief Scientist in the framework of the unified governance exercised by the STB, in coordination with and in assistance to the Head, Strategy and Policy. In particular, the incumbent is responsible for:

-        Coordinating the STO contribution to the NATO defence planning process;

-        Developing and promoting policies, guidance and procedures aimed at fostering knowledge exchange on S&T matters within NATO, with Allied and Partner Nations, and with international organizations;

-        Coordinating the STO PoW and the S&T activities of other NATO PoWs by ensuring NATO S&T Strategy and NATO S&T Priorities alignment;

-        Coordinating the STO contribution to capability development programmes (e.g., Smart Defence, Agencies);

  • Analysing programme planning documents of S&T stakeholders in NATO (committees, staffs, commands, or agencies), of Allied and Partner Nations, and of international organizations (e.g., UN, EU, EDA) on a continuing basis to identify duplicate S&T efforts and synergistic cooperation opportunities;
  • Formulating recommendations and promoting new organisational schemes of cooperation by participating in the proposal, planning and organisation process of coordination meetings;
  • Participating in meetings of the other NATO S&T community members (including committees, staffs, commands, agencies, and the NATO Parliamentary Assembly);
  • Contributing to overseeing activities related to information policy, data analysis and external communications, including development, utilisation and maintenance of the NATO S&T Programmes Database;
  • Contributing to the development and implementation of the STB priorities, including the NATO S&T Strategies, Priorities, initiatives and policies.

 

4.  INTERRELATIONSHIPS

The incumbent reports to the Head of Strategy & Policy and has by the nature of the post daily interactions with the Chief Scientist, members of the OCS and International Military Personnel or NATO International Civilians and with other international organizations.

6. CONTRACT
Contract to be offered to the successful applicant (if non-seconded): Definite duration contract of three years’ duration; possibility of an indefinite duration contract thereafter.

Contract clause applicable:

In accordance with the NATO Civilian Personnel Regulations, the successful candidate will receive a definite duration contract of three years, which may be followed by an indefinite duration contract.

If the successful applicant is seconded from the national administration of one of NATO’s member States, a 3-year definite duration contract will be offered, which may be renewed for a further period of up to 3 years subject to the agreement of the national authority concerned. The maximum period of service in the post as a seconded staff member is six years.

Serving staff will be offered a contract in accordance with the NATO Civilian Personnel Regulations.
