1.         SUMMARY

The Joint Intelligence and Security Division (JISD), under the leadership of the Assistant Secretary General for Intelligence and Security (ASG-I&S), comprises two principal pillars: Intelligence – headed by the Deputy ASG for Intelligence; and the NATO Office of Security (NOS) – headed by the Deputy ASG for Security.

The Intelligence pillar is responsible for ensuring the situational awareness of the North Atlantic Council (NAC) and the Military Committee (MC), for the analysis of the indications and warnings in support of the NATO Crisis Response System, and for the development of intelligence policies and capabilities for NATO. Its functional areas address intelligence analysis and production, intelligence policy, and capability development. The Intelligence pillar is comprised of the Intelligence Production Unit (IPU) and the Strategy and Policy Unit (SPU).

The joint military and civilian structure of the SPU is responsible for intelligence policy and intelligence capability development, and supports the production of NATO Agreed Intelligence (NAI) assessments. From the policy development perspective, SPU supports the management of the Intelligence Development Plan (IPDP), is responsible for developing and monitoring the implementation of intelligence policy and policy-related plans, liaising with NATO nations, partners, the International Military Staff (IMS) and the International Staff (IS), and supporting the development of joint civil-military NAI products with the Military Intelligence Committee (MIC) and the Civilian Intelligence Committee (CIC).

The incumbent serves in the SPU’s Policy Development Branch. They are assigned a number of intelligence policy portfolios for which they will be responsible. Under the direction of Head, Policy Development Branch, the incumbent develops and manages intelligence policy development plans; drafts intelligence policy proposals, contributes to the development and coherent implementation of intelligence policies; drafts a wide range of support materials for relevant NATO HQ high-ranking officials and committees, including background papers, memoranda, speaking points, lines-to-take; provides briefings to various entities in NATO Intelligence Enterprise; provides secretariat functions for the NATO Intelligence Enterprise Senior Management Board and NATO Intelligence Enterprise Coordination and Liaison Group, and chairs meeting (at staff level or with national representatives), when needed.

 

 

2.         QUALIFICATIONS AND EXPERIENCE

ESSENTIAL

The incumbent must:

  • have a university degree from an institute of recognised standing, preferably in the field of political science, international relations, security studies, intelligence studies or related subject;
  • have at least 3 years’ experience working on intelligence/foreign/ security/defence affairs in an International Organisation or national administration, out of which at least two years must relate to intelligence policy development;
  • be an active member, or have significant experience in, an Allied nation’s intelligence service, Allied security service, or work within the NATO Intelligence Enterprise (including the NATO Intelligence Fusion Centre (NIFC));
  • have a strong understanding of NATO intelligence policies management process;
  • have experience in chairing, supporting, and engaging with management or executive bodies in large (international) organizations;
  • have experience in delivering briefings to senior officials, large groups and drafting reports for various audiences;
  • have very good communication skills, both oral and written;
  • possess good analytical skills and eye for detail;
  • be prepared to work outside normal working hours, when needed;
  • possess the following minimum levels of NATO’s official languages (English/French): V (“Advanced”) in one; I (“Beginner”) in the other.

DESIRABLE

The following would be considered an advantage:

  • a Master’s degree, preferably in the field of political science, international relations, security studies, or related subject;
  • be able to adapt quickly to working in a fast-paced international environment with the confidence to manage senior leader expectations under pressure;
  • a good knowledge of the civilian and military structure of the Alliance;
  • a good understanding of the NATO Intelligence Enterprise and its intrinsic relationships;
  • a good understanding of NATO policies and procedures.

3.         MAIN ACCOUNTABILITIES 

Policy Development

Coordinate the development of, facilitate Allied consensus on and manage the NATO intelligence policy development, while ensuring quality control throughout the process. Contribute to and facilitate the development of NATO intelligence policies and related implementation plans by providing impactful subject-matter expertise to relevant NATO committees. Draft pragmatic policy proposals covering intelligence matters. Draft clear background papers, memoranda, speaking points, lines-to-take and other auxiliary documents on subjects of work to support appropriate NATO HQ senior officials and committees.

Stakeholder Management

Develop and cultivate policy related professional networks within NATO. Make maximum use of the management framework for NATO Intelligence Enterprise to engage with NATO intelligence staff elements in order to inform on and be informed on the status of common intelligence policy related tasks; then make necessary adjustments to the tasks solving process in order to achieve quality results in the given timeframe. Ensure positive engagement with relevant NATO committees and/or with individual members, to gather feedback, then make necessary adjustments in order to facilitate Allied consensus on intelligence policy development plans, policies, implementation plans and other portfolio related documents. Support the work of relevant NATO committees. Provide efficient secretariat functions for the NATO Intelligence Enterprise Senior Management Board and NATO Intelligence Enterprise Coordination and Liaison Group.

Expertise Development

Gain new skills and knowledge through learning and education process, then combine this new learning experience with relevant work experience in order to ensure progress in their area of expertise. Develop portfolio related quality educational material as required and make best use of it to facilitate expertise development throughout the NATO Intelligence Enterprise. Use their policy related professional networks within NATO Intelligence Enterprise to facilitate advice, expertise sharing and collaboration for a better outcome of individual and/or organisational tasks. Perform continuous evaluation of the management of NATO intelligence policies process and suggest improvements, as necessary.

Knowledge Management

Make best use of extant NATO Information Technology solutions and related business practices to: generate quality intelligence policy/policy-related documents; store them in an organized manner; retrieve them to facilitate the solving of assigned tasks; facilitate the exchange of right information with right individuals at the right time; ensure the security of information at the standards outlined in the NATO security policy and related guidelines.

 

Representation of the Organization

Represent, as appropriate, the Alliance at conferences, workshops or seminars related to the Strategy and Policy Unit’s area of competence. Chair meetings at staff level or with national representatives. Help enhance NATO’s public diplomacy and information efforts on these issues. Perform any other related duty as assigned.

 

 

4.         INTERRELATIONSHIPS

The incumbent reports to the Head, Policy Development Branch. They will work in close coordination with other Sections and Branches within the Joint Intelligence and Security Division, especially the Secretaries of the JISD-supported committees, as well as with other Divisions in the International Staff, with NATO Military Authorities, with national delegations and other NATO bodies, as appropriate. They will also maintain good working relations in their area of expertise with other relevant stakeholders, including from other International Organisations.

6.         CONTRACT
Contract to be offered to the successful applicant (if non-seconded): Definite duration contract of three years; possibility of renewal for up to three years, during which the incumbent may apply for conversion to an indefinite duration contract.
Contract clause applicable:
In accordance with the contract policy, this is a post in which turnover is desirable for political reasons in order to be able to accommodate the Organisation's need to carry out its tasks as mandated by the Nations in a changing environment, for example by maintaining the flexibility necessary to shape the Organisation's skills profile, and to ensure appropriate international diversity.
The maximum period of service foreseen in this post is 6 years. The successful applicant will be offered a 3-year definite duration contract, which may be renewed for a further period of up to 3 years. However, according to the procedure described in the contract policy the incumbent may apply for conversion to an indefinite contract during the period of renewal and no later than one year before the end of contract.
If the successful applicant is seconded from the national administration of one of NATO’s member States, a 3-year definite duration contract will be offered, which may be renewed for a further period of up to 3 years subject also to the agreement of the national authority concerned. The maximum period of service in the post as a seconded staff member is six years.
Serving staff will be offered a contract in accordance with the NATO Civilian Personnel Régulations.
