1. SUMMARY
The Executive Management (EM) Division has the lead role in the overall management of the NATO HQ. Within the Executive Management Division (EM), NATO’s International Staff (IS) Human Resources (HR) Directorate is comprised of five pillars: Talent Management and HR Integration (TMHRI); Staff Services (Pay and Allowances, Pensions and Insurances); HR Policy and Strategy Coordination (IS and NATO-wide HR policy); the Data Analytics section; and the Medical Service. Part of the role of the Data Analytics pillar is the support of the NATO-Wide Personnel Management Information System (NW-PMIS).
The NATO-Wide Personnel Management Information System (NW-PMIS) provides personnel management ICT support for NATO civilian staff and pensioners. It is an in-house developed Oracle application used by HR centres of around 20 NATO Bodies spread across NATO member countries for the primary purpose of salary and pension calculation.
The Oracle Developer supports the payroll aspects of this system from an Information Technology standpoint. Tasks will involve analysis, design, development and maintenance of the software used by the NW-PMIS application.
2. QUALIFICATIONS AND EXPERIENCE
ESSENTIAL
The incumbent must:
- possess higher secondary education qualification with 6 years post-related experience OR upper vocational training/post-secondary degree with 3 years post-related experience in Oracle application development.
- have good experience with the underlying programming languages of Oracle SQL and PL/SQL
- have experience with a combination of systems technical analysis and design, using Software Development Life Cycle methodologies;
- have some understanding of hardware platforms, networking technologies, and operational requirements;
- possess the following minimum levels of NATO’s official languages (English/French): V (“Advanced”) in one; III (“Intermediate”) in the other.
DESIRABLE
The following would be considered an advantage:
- experience in development with Oracle Forms;
- experience in development with Oracle Application Express (Apex)
- experience with formal development and test procedures, including check-in, check-out, software versioning, integration testing, change management, release management, and user acceptance testing;
- experience in data modelling, diagramming, and application module design;
- understanding of structured project management methodologies;
- experience in user training;
- experience with development work in Oracle reporting tools.
3. MAIN ACCOUNTABILITIES
Expertise Development
Provide the analysis, design, development, testing and document software solutions to meet user requirements. Use programming experience, COTS tools and development environments to develop solutions to meet defined business and technical requirements, implementing proper check-in, check-out, version control and release management standards. Follow internal testing guidelines to ensure quality of all developed solutions. Develop, execute user acceptance testing and modify systems and applications based on test results. Conduct life-cycle application support activities. Assist in troubleshooting and identify code-related issues and bug fixes. Organise and perform user training sessions.
Knowledge Management
Ensure solutions/systems developed meet the requirements of direct users and other departments impacted by the development. Ensure that all staff involved have a full understanding of solutions implemented.
Information Management
Produce all required documentation for each solution/system developed or integrated to include application specifications, administrative guides, troubleshooting and support guides, and end user documentation
Interface with customers/users located in NATO Bodies in different geographical areas. Consult with technical analysts and application development/package integration members of other teams to analyse requirements and outline the proposed technical solution. Liaise with relevant external customers/clients such financial institutions, HR Administration, payroll and pension providers.
Project Management
Monitor, and support the review of the projects that provide new or upgraded applications to ensure early and appropriate planning of all application support issues. Ensure that all deliverables required for application support are made available. Plan and execute production installation, final application acceptance testing and Post Implementation Reviews.
Perform any other related duty as necessary.
4. INTERRELATIONSHIPS
The incumbent works under the direction of the Head, Data Analytics. They work closely with HR payroll staff. Moreover, they coordinate - as appropriate - with other staff members within the Human Resources (HR) units of the NATO bodies.

In accordance with the NATO Civilian Personnel Regulations, the successful candidate will receive a definite duration contract of three years, which may be followed by an indefinite duration contract.
