ACT contributes to preserving the peace, security and territorial integrity of Alliance member states by leading, at Strategic Command level, Warfare Development required to enhance NATO’s posture, military structures, forces, capabilities and doctrines.

The Joint Force Development (JFD) Directorate consists of six HQ SACT-based Branches that, together with the Joint Warfare Centre (JWC), Joint Force Training Centre (JFTC) and Joint Analysis and Lessons Learned Centre (JALLC), have responsibility for NATO Force Development activities. The aim is to improve interoperability amongst NCS, NFS as well as interoperable Partners’ forces allocated to NATO, and enhance capabilities, to undertake the full spectrum of Alliance missions

The Modelling & Simulation (M&S), Distributed Learning Branch provides M&S and Distributed Learning support to the NCS in the areas of operational planning, capability development (including defence planning), strategic and operational exercising and wargaming, utilizing Subject Matter Experts in M&S, education & training technologies, instructional systems design and information systems.

Within the MSLT Branch the incumbent’s main responsibility is to support the Next Generation Modelling and Simulation (NexGen M&S) Programme Director.

Principal Duties:

  • Serves as the ETEE FS Programme Coordinator.
  • Supports the ETEE FS PD in overall capability programme planning and leading the development, coordination, and execution of capability programme plans to meet NATO's requirements across DOTMPLFI lines of development in a through life cycle approach.
  • Supports the ETEE FS PD in overseeing the implementation and assessment of cost, scope, schedule, performances, and risk issues related to the programme.
  • Provides direction and guidance to the ETEE FS core team on all programme aspects in times when the PD is on leave or TDY.
  • Engages as directed by the PD ETEE FS with other related capability programmes, as well as relevant NATO, national or multi-national boards, committees and working groups to coordinate capability development efforts.
  • Supports the PD ETEE FS in improving training, exercise and evaluation of HQ’s and units interoperability and standardisation.
  • Supports the ETEE PD in developing a coherent federated enterprise architecture that allows for ‘plug-and-play’ interoperability across potentially diverse applications.
  • Supports the ETEE PD in developing a common data repositories that aggregate local and global data, support automated data exchange and allow personnel across the NATO Enterprise to access, generate, organize, retrieve, exploit, store and dispose of associated data and information.
  • Coordinates with stakeholders in both government and industry to increase the readiness of NCS and NFS.
  • Organises, plans and evaluate NATO-wide workshops and conferences as directed by the ETEE FS PD.
  • Assists the ETEE FS PD in preparing of the annual Budget, and management of in year budget items along with preparing of purchase requests as required.
  • Other duties assigned by the ETEE FS PD.

Essential Qualifications / Experience:

  • University Degree  in management information systems, accounting, economics, finance, business administration, public administration, operations research, project management or related discipline  and 2 years function related experience, or Higher Secondary education and completed advanced vocational training  in that discipline leading to a professional qualification or professional accreditation with 4 years post related experience.
  • Four Years' experience in complex capability multi-year project/programme multinational or international environment.
  • Knowledge of NATO and/or National ETEE Functional Services.
  • Knowledge of NATO & National Education and Training systems
  • An understanding of a NATO and/or National Capability Management Process

 Language:

English – SLP 3333 - (Listening, Speaking, Reading and Writing)

Desirable Qualifications / Experience:

  • P3 Course.
  • Managing Successful Programmes.
  • Prince 2 (Agile).
  • CNAFS (Purchase Requests).
  • NATO Orientation Course (ETE-MW-3834) provided by NATO - School Oberammergau (NSO)

 Attributes/Competencies:

Personal Attributes:

  • Capable of working harmoniously in a multinational military and civilian environment.  Able to use initiative and inventiveness in developing potential innovative solutions to military capability needs.  Must be in good health and be prepared to travel within and outside the United States in support of the listed duties.

Managerial Responsibilities:

  • The incumbent of the post may supervise contractor staff for specific periods and direct / support outside agencies.

Professional Contacts:

  • Able to liaise effectively both within and outside the HQ with military and civilian personnel up to the rank/position equivalent to OF-6. Outside contacts include officials in NATO HQ, NATO agencies and research centers, and national government agencies, industry and academia.

Contribution To Objectives:

  • The incumbent provides direct advice to the HQ SACT Capability Director to further capability programmes, acting as the Capability Coordinator. This directly influences the solutions identified by the Strategic Commands, which, in turn, lead to financial decisions on software, hardware and agency / contractor support commitments.

Security Clearance

The successful applicant will be required to apply for and receive a NATO SECRET Security Clearance prior to final confirmation of contract and commencement of employment.

Contract

  • This position is linked to a specific NATO project and is for a limited duration of 3 (three) years only.
  • Serving NATO International Civilian staff will be offered a contract in accordance with the NATO Civilian Personnel Regulations.  Newly recruited staff will be offered a three year definite duration contract.
