POST CONTEXT/POST SUMMARY

Supreme Headquarters Allied Powers Europe (SHAPE) provides an integrated Strategic Effects framework, employing a multi-domain and multi-region focus to create a 360-degree approach, with the flexibility to enable, upon direction, a seamless transition from Baseline Activities and Current Operations (BACO) up to the Maximum Level of Effort (MLE). SHAPE supports SACEUR in fulfilling his terms of reference, as directed by the North Atlantic Council.

The Management Directorate (MGT) primary focus is to provide all the necessary staffing and real-life support functions to enable SHAPE to deliver its critical outputs as a Strategic Military HQ. The Directorate acts as the HQ’s conduit to member nations (through NMRs) and to host nation authorities.

The Base Support Group (BSG) ensures an adequate infrastructure exists to support the operational requirements of all NATO and NATO related entities located within the SHAPE campus.

The Infrastructure, Storage and Supply Branch (ISS) is responsible for contributing to and implementing policy, plans, concepts, guidance, control, analysis and procedures related with engineering and maintenance functions, logistics support including transportation for SHAPE base/installation in coordination with Host Nation (HN).

The Infrastructure Management Section (IM) is responsible for master infrastructure planning, devising and implementing management policies for the receipt, processing and completion of all construction, maintenance, repairs and alterations to SHAPE installations and support facilities, and liaising with the Host Nation (HN).

The Works Coordination and Inspection Cell (WCI) is responsible for coordination of maintenance projects.

PRINCIPAL DUTIES

The incumbent's duties are:

  1.  Undertake the duties of a Project Manager for electrical biased projects and for special techniques, and support the delivery of multidisciplinary projects, working with the Senior Project Manager, Contract Officers’ Technical Representative, Host Nation and others to deliver successful projects;
  2. Conduct stakeholder management; identifying, influencing and communicating with those who have an interest or role to play in a project and with those who are impacted as a result. Partnering with key stakeholders to develop the technical requirement, the scope of work, project planning, the procurement and delivery strategy in order to plan, execute and deliver successful projects;
  3.  Through industry engagement, innovate to develop technical designs and specifications based on modern and standard accepted practices, whilst assuring compliance with European and NATO standards;
  4. Review, analyze and negotiate all elements of external contractors’ design and delivery proposals to ensure technical compliance and acceptable delivery schedules;
  5.  Constant liaison and communication with the customer/client and key stakeholders throughout all phases of a project;
  6.  Manage & inspect projects for progress, compliance, safety, cost-saving, change procedures, milestone payments, provisional and final acceptance of all works at project completion;
  7.  Assist the Senior Project Manager as required in the delivery of multi-discipline projects and in liaison with the Host Nation for the delivery of major investment projects;
  8.  Ensure that all SHAPE directives and policies concerning standard construction practices and health and safety requirements are being implemented;
  9. Study reports prepared by external agencies (Consultants, specialist electrical engineers, etc.) and provide analysis;
  10. Coordinate with other ISS Branch technicians and external contractors on project execution and integration;
  11. Undertake continuous personal professional development to maintain and enhance project management key skills and experience.

SPECIAL REQUIREMENTS AND ADDITIONAL DUTIES

The incumbent may be required to undertake deployments in support of military operations and exercises, and/or TDY assignments, both within and without NATO boundaries up to 180 days. The employee may be required to perform a similar range of duties elsewhere within the organization at the same grade without there being any change to the contract.

ESSENTIAL QUALIFICATIONS

a. Professional/Experience

  •  A minimum of three years’ experience in similar management role.
  •  Proven practical experience in the operation and maintenance of electrical installations and associated infrastructure, utilities, special techniques and building management systems.
  •   Must be fully conversant with Belgium electrical installation codes and procedures.
  •   Must have extensive experience in working with contractors and associated financial contract management.
  •   Experience in establishing and reviewing cost estimates and scope of works.

 

b. Education/Training

Higher Secondary education and completed higher vocational training in management information systems, accounting, economics, finance, business administration, public administration, operations research, project management or related discipline leading to a formal technical or professional certification with 3 years function related experience, or Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation with 5 years post related experience.

c. Language

  • English - SLP 3333 (Listening, Speaking, Reading and Writing)
  • French - SLP 3333 (Listening, Speaking, Reading and Writing) 

DESIRABLE QUALIFICATIONS

a. Professional Experience

  •  Proven experience with security equipment and installations for large organizations or companies.
  •  Experience working in an international environment.

b. Education/Training

  •  University degree or graduate diploma in an engineering related discipline.
  •  Member of a recognized professional institution or body.
  •  PRINCE2 certificate or similar.

c. Language

  • English - SLP 4444 (Listening, Speaking, Reading and Writing)
  • French - SLP 4444 (Listening, Speaking, Reading and Writing)

Possess a comprehensive understanding of technical English related to the post discipline.

ATTRIBUTES/COMPETENCES

Personal Attributes: The incumbent must be a mature and experienced technician capable to working independently.

He/she uses judgement to select best repair or maintenance action to perform.

Flexibility and interactive co-ordination is required for projects involving several disciplines in facility engineering.

Professional judgment is needed to select optimum mix of equipment, parts and personnel to complete duties.

The incumbent must be a pro-active individual with good communication skills, inter-personal sensitivity, persuasiveness and firmness

Managerial Responsibilities: Projects

Professional Contacts: - Co-ordinates with individual and agency clients at SHAPE for conceptual design requirements and feasibility, progress reports, and client co-ordination required during execution.

- Co-ordinates and negotiates with design and construction technicians and managers of external civilian contract firms to ensure proper design execution, compliant construction work, and fair costing and billing for SHAPE.

Contribution To Objectives: - Develops, largely through independent effort, expertise and experience in the design and planning of electrical engineering works. Then technically supervises the effective implementation of the works and final recording of this information as part of the infrastructure at SHAPE.

- Ensures that approximately 40 Electrical, Special Techniques & Multi-discipline engineering projects undertaken annually deliver value for money for SHAPE.

REMARKS:

Duration of contract: Serving staff members will be offered a contract according to the NATO Civilian Personnel Regulations (NCPR).  Newly recruited staff will be offered a definite duration contract of three years normally followed by an indefinite duration contract.

The salary will be the basic entry-level monthly salary defined by the NATO Grade of the post, which may be augmented by allowances based on the selected staff member’s eligibility, and which is subject to the withholding of approximately 20% for pension and medical insurance contributions.
