The interview of shortlisted candidates is provisionally scheduled to be held during the first week of October 2025. 

1.               POST CONTEXT AND RESPONSIBILITIES.

1.          The mission of the NATO Science & Technology Organization (STO) is to help position the Nations and NATO’s S&T investments as a strategic enabler of the knowledge and technical advantage for the defence and security posture of NATO Nations and partner Nations.

2.          As described in the STO Charter, the STO Collaboration Support Office (CSO) is one of the executive bodies of the STO. Within the framework of the STO Collaborative business model, the CSO provides executive and administrative support to the S&T activities conducted through the STO level 2 committees and level 3 working groups.

3.          Under the authority of the Branch Head (CIS Support), the incumbent carries out the duties of setting up the sound and the video equipment to conduct on-site, hybrid and Video-teleconference meetings. She/He will be the first line of user-support as the level 1-2 Help Desk responsible. He/she also serve as a specialised supporting Technician supporting classified and non classified Communications and Information Systems (Hardware and Software). All his/her duties are performed under supervision however he/she must be capable of acting autonomously in so far as routine tasks and problem solving initiatives are concerned.

2.               Functions include:

The Senior Technician (CIS and Audio Visual Support) is responsible for:

  1. Setting up and operating audiovisual equipment such as microphones, speakers, mixers, projectors, screens, video cameras, and lighting systems for events, meetings, conferences, and presentations
  2. Identifying and resolve technical issues related to audio, video, and lighting equipment, ensuring optimal performance and minimal downtime during events.
  3. Providing user training and support for audio visual equipment and VTC software applications deployed at CSO.
  4. Developing Standard Operations Procedures and manuals for CIS personnel and CSO Assistants in order to increase the users autonomy.
  5. Researching and evaluating new conference products ensuring compatibility with current operational standards and growth for future needs.
  6. Maintaining all conference facilities including sound systems, TV screens, projection facilities and deployable audio visual equipment to sustain the quality requirements.
  7. Managing and supporting classified systems (including Polycoms VTCs, Information systems). Establishing and creating the proper framework to arrange the communication.
  8. Liasing with stakeholders to plan, implement and support CPoW activities in non-classified and classified environments.
  9. Assisting in designing, planning, monitoring and maintaining networks in support of CSO’s missions and activities, including CFBL Net and NS WAN, and maintaining related documentation.
  10. Provide level 1 and level 2 support of end-user ICT assets in accordance with CSO processes and procedures.
  11. Setting up and operating audiovisual equipment such as microphones, speakers, mixers, projectors, screens, video cameras, and lighting systems for events, meetings, conferences, and presentations.
  12. Performing Incident Support Request lifecycle services affecting end-users (i.e. creating, reporting, tracking, resolving and closing Incidents).
  13. Recording work in Service Management systems, records cause of failure, updates configuration control records and asset management records.
  14. Assigning and raising incident and change request tickets to the proper level according with the CIS internal procedures and capabilities.
  15. Managing and configuring the CIS Service Management Application creating the adecuate templates and the work flow processes needed.
  16. Executing procedures, tools and techniques for monitoring and managing the performance of assigned ICT infrastructure and provides reports as required.
  17. Managing the CIS inventory application. Equipment identification, location and loan control using tools and applications. Spare part and consumable item stock control. Delivery acceptance for conformity by identifying the various elements and quantities.
  18. Providing COMSEC support, including account management, live and spare equipment maintenance, troubleshooting any connectivity issues, keying material (KEYMAT) management and other related tasks as outlined in the related NATO directives in the role of an alternate crypto custodian.

Special Requirements and Additional Duties

  1. Performing other related functions as directed by the Branch Head, CIS Support.
  2. Occasionally executing on-call duty, providing ICT and COMSEC support outside of working hours, weekends and during national holidays.
  3. Occasionally travelling abroad in support of the Science and Technology Organization high visibility event.

3.                Reporting Lines

The Senior Technician (ICT and Audio Visual Support) reports to the Branch Head (CIS Support).

4.                QUALIFICATIONS

ESSENTIAL

Professional /Experience

a)  In depth knowledge of commercial video collaboration systems, modern conference room audio visual systems and peripheral devices.

b)  Previous experience in operating audio-visual equipment and providing technical support for events or presentations.

c)  Sound knowledge in using Service Management tools.

d)  Good communication skills and a sense of diplomacy when dealing with persons inside and outside the CSO at all levels and of different nationalities.

Education/Training

Higher Secondary education and completed advanced vocational training in audiovisual technology, sound engineering, or related field coupled with a minimum of 5 years professional experience working in the field of Information Technology or Telecommunications.

Language

·        Good knowledge of one of the two official NATO languages and a fair knowledge of the other. The work is mainly conducted in English.

DESIRABLE

The following would be considered an advantage:

Professional /Experience

·        Familiar with the NATO Information Security policy. 

·        Experience in the area of ICT User support ( ITIL Service Desk, Incident Response or Problem Practitioner; Microsoft Certified Desktop Support Technician).

·        Knowledge of IT administration tools in general.

·        Knowledge of Network Monitoring tools and Cisco Operating Systems.

·        Very good knowledge of Wi-Fi networks and VTC systems.

·        Good experience in network cabling projects and general electricity standards.

·        Ability to prepare and write system documentation.

Education/Training

·        Recognized certifications on IT systems/software.

·        ITIL V4 or V3 certified.

Language

·        Good knowledge of both NATO official languages.

·        Knowledge of other European language(s).

2.     Managerial Responsibilities

The post holder may occasionally be required to supervise the work of contractors.

3.     Professional Contacts

In the execution of his/her duties, the incumbent maintains close working relations with other members of the branch, CSO staff and STO members in an interactive manner to solve day-to-day problems and to satisfy operational requirements. He/she may attend meetings where CIS and Telecommunications requirements are discussed.

4.     Contribution to the Objectives

The importance of Communications and Information Systems (CIS) in the operation of the CSO and the STO cannot be underestimated. CIS are not simply used as support tools to assist the CSO staff in their daily work, but rather as an architecture that underpins the way the CSO and the STO function. The incumbent of this position is essential to the operation of the CSO.

6.               SECURITY CLEARANCE LEVEL

The applicant must be eligible for a NATO Cosmic Top Secret security clearance.

7.               WORKING ENVIRONMENT

The incumbent will normally operate in an open office environment, with occasional exposure to excessive noise in a Server Room environment. Long working hours and travel abroad are infrequent but expected.

8.               EMPLOYMENT TERMS AND CONDITIONS

The position is at grade G10 The starting basic monthly salary will be Euro 5.241, exempt from income tax. Specific allowances may apply, depending on personal circumstances of the incumbent.

NATO International Civilian employees benefit 30 days of annual leave, life and medical insurance, and a retirement pension plan; expatriated Staff also benefits an expatriation allowance, educational allowance for dependent children and biennial home leave.

The successful candidate will be offered a definite duration contract of three years. This contract is a Project Linked NIC (NATO International Civilian) contract which should be strictly limited to three years,

The appointment is subject to the receipt by the CSO of a security clearance (provided by the national Authorities of the incumbent) and to the delivery of a certificate of medical fitness by the CSO Medical Advisor.
