Headquarters Allied Joint Force Command Norfolk (JFCNF) provides a resilient, static Joint headquarters to plan, prepare and conduct operations across all domains in peacetime, crisis and conflict, to support NATO’s three core tasks, at the Joint Operational level, as directed by SACEUR. 

The Management Directorate is responsible for the integration, coordination and implementation of services and activities to support, facilitate and contribute to the full JFCNF mission spectrum. The Directorate advises and assists the COS on the implementation of policy and related issues. 

The Base Support Group (BSG) is responsible for internal management and coordination of base support operations for JFCNF and collocated entities. 

The Headquarters Security Section is primarily responsible for the implementation and enforcement of security policies and procedures at JFCNF. The section contributes to the development and update of security policies and procedures as a member of the Security Working group. 

The incumbent is responsible for implementation, planning, coordination and education of Allied Command Operation security policy, enforcing ACO security policy and procedures. 

Principal Duties:

  • The incumbent is responsible for local implementation of ACO security policy on COMPUSEC in accordance with the relevant ACO and JFCNF Security Directives. 
  • Assists in the planning, education, co-ordination, and execution of all matters of security of classified information related to personnel security, physical security and security of information in accordance with the relevant ACO and JFCNF Directives. 
  • Support investigative work into security violations and security of personnel cases. 
  • Provides HQSO Front Desk Security services for JFCNF personnel. 
  • Maintains correspondence files from preparation through final disposition. 
  • Destroys material not to be retained by the Security Section. 
  • Supports JFCNF in training and exercise events. 
  • Ensures all staff emails are posted to the JFCNF Security NATO Information Page (NIP) with coordination through JFCNF Information Knowledge Management (IKM). 
  • Maintains recall roster for Security Section. 
  • Maintains and schedules monthly duty watch bill for Security Section. 
  • Supervising and coordinating the JFCNF visitor management plan. 
  • Preparing all Personnel Security Confirmation Certificate’s for JFCNF staff requiring access to other commands for official travel. 
  • Tracks and manages expiration of Security Clearance’s on all JFCNF Staff. 
  • Initiates a coordination email to all JFCNF staff and NATO Liaison Representatives requiring a new PSC within six months of expiration to maintain eligibility and access to classified information. 
  • Responsible for collecting all necessary details on new arrivals and departures. 
  • Trains and ensures JFCNF Guard Force Watch standards are adhering to JFCNF Guard Force Security Procedures. 
  • Updates and routes Random Anti-Terrorism Measures (RAMs) Spot Inspection schedule for approval. 
  • Updates departure dates and Annual Security Training dates in PMP, to ensure NU and NS accounts do not expire. 
  • Assists JFCNF Guard Force in conducting and documenting the results of random spot inspections done throughout the Security Areas. 
  • Conducts PA aspects of exercises and operations. 
  • Represents PA in various HQ committees, boards and working groups. 
  • Maintains publication files. 
  • Maintains appointment record and calendar. 
  • Provides daily administrative support and Maintains office supplies. 

Essential Qualifications / Experience:

  •       Higher Secondary education and intermediate vocational training which might lead to a formal qualification with 2 years’ experience, or Secondary education and completed advanced vocational training leading to a professional qualification or professional accreditation with 4 years post related experience. 
  •       Three years' experience in security details.
  •       Three years’ experience in software configuration management and information security including the conduct of audits.
  • Three years’ experience in system testing.
  • One year experience in cyber security awareness
  • One year experience with Intrusion Detection Systems.
  • Demonstrable knowledge of computer forensic tools and techniques.

Language:

English - SLP 3322 - (Listening, Speaking, Reading and Writing)

Desirable Qualifications / Experience:

  • Previous experience in a NATO / International or Multi-national environment. 
  •  Extensive knowledge of administrative procedures for the controlling, processing and handling of classified documents. 
  • Knowledge of NATO Security Policy. 
  • Knowledge of ACO Security Regulations/Directives. 
  • Working background and knowledge of office management techniques and procedures. 
  • Experience in the preparation and compiling of accurate reports. 
  • Instructional Techniques for Instructors. 

Attributes/Competencies:

Personal Attributes: The incumbent must be self-motivated and is expected to work unsupervised in the performance of assigned duties. The incumbent should display sound independent judgment and have the confidence to exercise that judgment where required. The incumbent must exhibit and employ tact and diplomacy when coordinating corrective and preventative actions within a team environment.  He/she must also be capable of expressing both him/herself orally and written to Senior Management. 

Professional Contacts: The incumbent would be required to regularly interact with colleagues at SHAPE, other JFC’s and the Single Service Commands. Must be able to liaise effectively, both internally and externally with military and civilian personnel of all grades and ranks. During investigations, which may be extremely sensitive, the post has contact with members of HQ staff at all levels. 

Contribution To Objectives: The post provides the technical knowledge and guidance to ensure that JFC-NF’s IT infrastructure remains secure.  Incumbent takes a prominent role in ensuring the quality of CIS products developed by the engineering teams delivering new products in support of the HQ’s mission. 

Security Clearance - The successful applicant will be required to apply for and receive a NATO SECRET Security Clearance prior to final confirmation of contract and commencement of employment.

Contract - Serving NATO International Civilian staff will be offered a contract in accordance with the NATO Civilian Personnel Regulations.  Newly recruited staff will be offered a three-year definite duration contract.
