Our organisation

Joint Force Command Brunssum (JFCBS) provides a Joint headquarters to plan, prepare and conduct operations to support NATO’s core tasks, at the Joint Operational level, as directed by Supreme Allied Commander Europe (SACEUR).

The Operations Directorate is responsible for directing, monitoring, coordinating and assessing operational functions and advising the Chief of Staff (COS) regarding all regionally focused operational activities.

The J2 Division provides Intelligence in support of the planning, preparation, conduct and assessment of NATO assigned operations.

The Joint Intelligence Operations Branch provides intelligence support to the overall Joint Targeting effort in JFCBS and ensures intelligence contribution to situational awareness / understanding (SA/SU), feeding to the ACO wide database.

The Geospatial Support Section (GS) is to ensure an accurate, comprehensive, coordinated and timely Common Geospatial Framework (CGF). This is achieved through designation, delivery and analysis of Geospatial Information (GI) and the distribution of products and services.

The incumbent provides dedicated Geospatial Technical support and assists in the coordination within the Geospatial Support Section.

 

The duties of Staff Assistant (Geospatial Technician) are to:

·         Assist in enabling Geospatial support to the JFHQ.

·         Support the development of the Infrastructure layer within the Joint Combined Operational Picture (JCOP).

·     Operate one workstation of the HQ’s Core GIS System and all related peripheral devices (plotters, scanners, external  HDDs, etc).

·         Coordinate all CIS/IT Security and physical security matters for the Geospatial Support Section.

·         Lead and manage online JFCBS core Geospatial Portal Services.

·         Manage and maintain the Geospatial online presence.

·         Maintain product specifications and technical production standards.

·         Assist in technical aspects of Core GIS development, implementation and employment matters.

·         Undertake work as part of a project team or working group as directed or assigned.

·         Manage the Geo Section Map Store.

·         Provide support to data management under the direction of the Staff Officer (Geo Info Sys Manager).

·         Be responsible for preparing all terrain-related and geospatial terrain analysis data as directed.

·         Prepare meetings, agenda, programmes and minutes.

·         If required, perform a similar range of duties elsewhere within the organization.

 

The incumbent may be required to undertake deployments in support of military operations and exercises, and/or TDY assignments, both within and without NATO boundaries. Such operational deployment may exceed 30 days duration up to 183 days in any period of 547 days and may be on short notice. For NATO International Civilian Staff, acceptance of an employment contract linked to this post constitutes agreement to deploy in excess of 30 days if required.

 

Required Qualifications are:

Ø  English – good – NATO Standard Language Proficiency 3322.

(Listening, Speaking, Reading and Writing) in accordance with NATO standard agreement (STANAG) 6001.

NOTE: The work both oral and written in this post and in this Headquarters as a whole is conducted mainly in English.

Ø  Secondary education and completed vocational training in related field / discipline.

Ø  Minimum 4 years' professional experience as Geographic Technician.

Ø  Experience in computer assisted terrain analysis using Geospatial Information Systems (GIS).

Ø  Experience in Geospatial Information Management and Geospatial Data Formats.

Ø  Experience managing GIS Portal creation, content and delivery.

Ø  Knowledge of geodesy, photogrammetry, position referencing and surveying.

Ø Minimum 2 years' professional experience in assessing the impact of terrain and infrastructure on military or civilian environment.

Ø Professional experience conducting geospatial production management, including Quality Assurance (QA)/ Quality Control (QC) activities.

Ø  Minimum 2 years professional experience providing Geospatial advice to leadership or stakeholders.

 

Desirable Qualifications are:

Ø  Experience providing operational geographic support to a Joint staff function, in a NATO environment or National military HQ, Brigade or higher.

Ø  Experience in delivering GEO-INT support to operations.

Ø  Good working level knowledge of a relational data-base management system (RDBMS) e.g.  MS SQL Server.

Ø  Formal GIS training qualifications covering ArcGIS and ERDAS Imagine systems

ü  Ability to work as part of a team.

 

The successful selected candidate must be able to obtain and maintain a security clearance and is required to pass a medical examination before an employment contract offer will be released. The medical examination will take place with our medical consultant, is required to determine if the recommended candidate is fit to perform the duties and is deployable to NATO's areas of operation.
