1. POST CONTEXT
Supreme Headquarters Allied Powers Europe (SHAPE) provides an integrated Strategic Effects framework, employing a multi-domain and multi-region focus to create a 360-degree approach, with the flexibility to enable, upon direction, a seamless transition from Baseline Activities and Current Operations (BACO) up to the Maximum Level of Effort (MLE). SHAPE supports SACEUR in fulfilling his terms of reference, as directed by the North Atlantic Council.
The Management Directorate (MGT) primary focus is to provide all the necessary staffing and real-life support functions to enable SHAPE to deliver its critical outputs as a Strategic Military Headquarters. The Directorate acts as the HQ’s conduit to member nations (through National Military Representatives - NMRs) and to host nation authorities.
The Information Management and Business Continuity Branch (IMBC) provides the information management and staffing tools, directives and processes necessary for the efficient functioning and resilience of SHAPE as a Military Strategic HQ.
The Information and Knowledge Management Section (IKM) provides the tools and policy guidance necessary to ensure the effective management and exploitation of both information (and knowledge) as a corporate resource within SHAPE and across Allied Command Operations (ACO).
2. PRINCIPAL DUTIES
The incumbent's duties are:
· 1) Develops and gathers requirements for projects related to NATO 2030 in IKM.
· 2) Liaises with the Bilateral Strategic Command (BiSC) IKM community to develop requirements for NATO 2030 projects.
· 3) Ensures the alignment of MGT NATO 2030 Projects with other projects across ACO.
· 4) Develops and maintains effective relationships with stakeholders across the organization.
3. SPECIAL REQUIREMENTS AND ADDITIONAL DUTIES
The employee may be required to perform a similar range of duties elsewhere within the organisation at the same grade without there being any change to the contract.
4. ESSENTIAL QUALIFICATIONS
1. Professional/Experience
· A Working knowledge of NATO IKM policies and practices;
· Excellent communication and interpersonal skills with the ability to build effective relationships with stakeholders at all levels of the organisation;
· Knowledge of data privacy and security regulations;
· Familiarity with database management systems, SQL, and data modeling;
2. Education/Training
A university degree and 1 year function related experience or Higher Secondary education and completed advanced vocational training leading to a professional qualification or professional accreditation and two years function related experience.
3. Language
English SPL 3322 (Listening, Speaking, Reading and Writing)
5. DESIRABLE QUALIFICATIONS
Professional/Experience
1. Previous experience in a NATO Headquarters;
2. Professional experience in a clerical/administrative role in an office setting;
3. Possess first-rate writing and exiting skills;
4. Sound organisational and communication skills;
5. Knowledge of internal information and data flow at SHAPE
6. Knowledge of the information management at SHAPE on the strategic level.
6. COMPETENCIES
1) Personal Attributes: Self-starter; organized and skilled in documenting and expressing complex requirements. Able to review staff work and advise staff officers.
2) Professional Contacts: Contacts with Staff Officers and other staff sections within SHAPE and ACO.
3) Contribution to Objectives: This post will lead the development of the IKM plan for the SHAPE Strategic Warfighting HQ.
Duration of contract: The successful candidate will fill this post as a Project Related NATO International Civilian (PLN) with a three-year definite duration contract within the NATO 2030 Agenda.
The salary will be the basic entry-level monthly salary defined by the NATO Grade of the post, which may be augmented by allowances based on the selected staff member’s eligibility, and which is subject to the withholding of approximately 20% for pension and medical insurance contributions.
