1. Post Summary
Headquarters Allied Joint Force Command Naples provides a resilient, static Joint headquarters to plan, prepare and conduct operations across all domains from Baseline Activities and Current Operations (BACO), including deterrence, through Crisis, up to the Maximum Level of Effort (MLE), in order to support NATO’s three core tasks, at the Joint Operational level, as directed by SACEUR. Supported by the Single Service Commands, Allied Joint Force Command Naples integrates allocated forces, including NATO Force Structure entities, and synchronises activity to achieve operational objectives. It maintains comprehensive, regional focused, situational awareness, leads contingency planning and directs exercises. It also provides out-of-theatre support to enduring NATO operations and could contribute specific Joint competencies to other NATO Command Structure or NATO Force Structure entities. It is capable of commanding a Joint Task Force operating within or beyond SACEUR’s Area of Responsibility, with theatre enablement provided by a dedicated Joint Logistic Support Group Headquarters. It has the capability to deploy tailored elements to enable reconnaissance, liaison, and coordination, and support the Joint Commander. Synchronizes and integrates Joint and Combined armed forces within the Joint Operational Area (JOA) in support of a Joint Task Force.
The Plans Directorates is responsible for planning, directing, monitoring, assessing and coordinating planning, readiness and partnerships staff functions.
The J9 Division is responsible for the planning, coordination and implementation of NATO’s strategic policy and guidance through the development of effective dialogue, information exchange, cooperation, coordination and consultation with all relevant civilian and military actors, NATO and non-NATO entities and organizations, academia, security institutions and initiatives. It supports JF HQ planning and conduct of operations by providing military and civilian expertise related to Civil-Military Cooperation.
The Civil-Military Cooperation (CIMIC) Branch contributes to the planning and execution of operations and exercises, including participation in the JF HQ’s Deployable Elements, by providing assessment and advice on the civil environment during all phases of an operation and throughout the battle rhythm. It facilitates harmonization of civil actors’ plans and actions with military operations.
The Plans, Policy, Operations and Training (PPO&T) Section is responsible for CIMIC input to the planning and execution of operations and exercises and if applicable, stabilization and reconstruction efforts.
Within the CIMIC Plans, Policy, Ops and Training Section, the incumbent will directly supervise the drafting and revision of policies and documents that will become the “JFCNP” draft. He/she will proactively give guidance to other Staff Officer, generate ideas and manage proposals in order to validate inputs for the inclusion in new policies and documents verifying consistency with existing policies. He/she will have a central role within the Section as projects manager and coordinator, and will represent the Plans, Policy, Ops & Training Section of the CIMIC Branch in committees, meetings, conferences, seminars, workshops and working groups, as directed
2. Principal Duties
The incumbent's duties are:
- Contributes in preparing and developing NATO CIMIC related policy, doctrine, direction and guidance within ACO and its dissemination within the organization.

- Advises ACOS J9 and CIMIC Branch Head through the Section Head, on CIMIC doctrine and best practices –
- Assist the CIMIC Branch Head through the Section Head with change policy proposals, when required, by contributing to Branch analysis to develop and coordinate recommendations for Branch Head consideration/decision and ACOS J9 wide posture and common understanding.
- Develop and implement along with the Section Head and the Branch Head the J9 line of efforts and coordinates and mentors the staff towards the established objectives.
- Acts as lead CIMIC SO for Stabilization & Reconstruction.
- Serves as Subject Matter Expert Stabilization & Reconstruction in AJF by maintaining own knowledge as well as Staff understanding on Stabilization & Reconstruction matters.
- Synchronizes with CIMIC planners the development and execution of all Stabilization & Reconstruction, BI, and Civ Prep & Res related activities for each operational phase and during training and exercises.
- Undertakes work as part and/or in lead of a project team or working group as directed or assigned.
- Deputize the J9 CIMIC Branch Head in the JFCNP Building Integrity Working Group (BI WG)
- Represents JFCNP J9 CIMIC in the NATO HQ Building Integrity Task Force
- As BI SME oversees the Branch Building Integrity (BI) contribution, when appropriate, to the operational planning process, current operations and training and exercises, focusing on a comprehensive understanding of the impact of corruption on all aspects of military operations.
- Maintains awareness on Building Integrity in the Area of Interest by collecting, analyzing and sharing information on readiness and capabilities of the related nations.
- Supports, in his domain of expertise, the Branch CMI Coordination, Liaison and Knowledge Development activities.
- Interfaces and maintains relationships with NATO entities and International Agencies dedicated to Stabilization & Reconstruction, and Building Integrity in order to enhance Civ-Mil planning. Provides support to the SO Plans, Policy, Operations & Training/ Civil Preparedness, as required.
- AJF Alternate CIMIC Instructor to CIMIC courses delivered at NATO School, MNCG and COEs (or elsewhere).
- As JFC J9 CIMIC/CMI SME may be requested to attend conferences and meetings when operational level contribution is essential

3. Special Requirements and Additional Duties
The employee may be required to perform a similar range of duties elsewhere within the organisation at the same grade without there being any change to the contract
- If requested or required to direct and supervise the work priorities of one or more HQ multifunctional teams. Must be prepared to chair or coordinate specifically dedicated CIMIC Working Groups at the JF HQ or in Theatre in collaboration with the involved IOs/NGOs, Host Nation/Entity Authorities, where certain managerial responsibilities could be assigned. Attends periodic conferences and meetings on operational CIMIC issues representing JFCNP J9 CIMIC. Leads and or participates in mobile training teams and SME visits on CIMIC. The incumbent must be prepared to perform any other duties deemed necessary and as directed by the Section Head, Branch Head, ACOS, DCOS or Command Group
The work is normally performed in a Normal NATO office working environment.
4. Essential Qualifications
a. Education/Training
University Degree in a post-related education field, and 2 years function related experience or Higher Secondary education and completed advanced vocational training leading to a professional qualification or professional accreditation with 4 years post-related experience.
b. Professional Experience
- Experience leading and supervising project teams and staff within a military or multinational environment
- Experience assessing and providing CIMIC operational, environmental, and humanitarian situation awareness.
- Ample professional background as a planner on a NATO, Joint or Combined Staff, or in an International Organization.
- Broad military experience or within a Military environment with the capability of explaining military requirements to IOs-NGOs.
c. Language
English - SLP 3333 - (Listening, Speaking, Reading and Writing)
NOTE: The work both oral and written in this post and in this Headquarters as a whole is conducted mainly in English.
5. Desirable Qualifications
a. Education/Training
University Degree in Political Science, International Relations or Geopolitics or equivalent, and 6 years post related experience.
National General Staff College or NATO Defence College graduate.
Participant in NATO training and exercises (if possible, in advance).

• Professional Contacts: Develops contacts with major International and National Civil Crisis Management Bodies. May routinely exchange views and information with above organizations. May be delegated to formally represent the JFC at meetings. Regular face-to-face, telephone and electronic interaction at all levels calls for well-developed oral communication and listening skills. The different role and related functions assigned to this position will imply a new and higher level of professional contacts inside and outside JFCNP. For example, in the capacity of JFCNP Building Integrity (BI) focal point and JFCNP BI Working Group Deputy Chair, the post will represent JFCNP in ACO BI Task Force and NATO HQ BI Task Force meetings. In the same domain, the incumbent will also be called to support NATO HQ IS PASP on the Building Integrity Program (NATO’s contribution to Partners’ Defense Institution Building). It is worthwhile to highlight that the rank-level present in these types of gatherings is OF-4 and above.

7. CONTRACT:
The successful candidate will receive a three-year definite duration contract which may be followed by an indefinite duration contract. NATO-serving staff members will be offered a contract in accordance with the NATO Civilian Personnel Regulations (NCPRs).
The basic entry-level monthly salary for a NATO Grade G15 in Italy is Euro 5,725.22 which may be augmented by allowances based on the selected staff member’s eligibility, and which is subject to the withholding of approximately 20% for pension and medical insurance contributions.
