SHAPE is looking for employing a qualified and suitable candidate to fill this post as a temporary staff from asap until 31 December 2025 with a possibility of extension. A. POST CONTEXT
During the initial establishment of NSATU (NATO Security Assistance and Training for Ukraine), the incumbent of this post is responsible to perform all duties and assume all responsibilities listed in the Principle Duties, and Special Requirements/Additional Duties sections of this job description. Using the Statement of Functions described above for context, the incumbent is responsible to review the Organizational Structure of NSATU, and identify and understand how this position fits into the organization. The incumbent will then develop the initial Post Context for this position. As NSATU matures as an organization, and especially as SOPs and processes are established, the incumbent will be responsible for the regular refinement of this post context.
B. PRINCIPAL DUTIES
Principal Duties
The incumbent is responsible for a wide range of managerial duties, including the supervision and coordination of multiple personnel across various work types, including military, government civilians, and contractors. This role involves directing and controlling the work of others to ensure that objectives are met efficiently and effectively. The incumbent will manage and oversee financial responsibilities, which may include budgeting, financial planning, and resource allocation. They must ensure that all financial activities comply with organizational policies and contribute to the overall mission success. Additionally, the incumbent will be responsible for managing technical resources, ensuring that all equipment and technology are utilized optimally and maintained in good working condition. The role requires strong leadership skills to manage diverse teams, fostering a collaborative and productive work environment. The incumbent must be adept at providing clear guidance, setting performance standards, and evaluating outcomes. They will also be responsible for developing and implementing training programs to enhance team capabilities and ensure readiness. In summary, the incumbent's managerial responsibilities encompass financial oversight, technical resource management, and the supervision of personnel from various backgrounds, ensuring that all aspects of the mission are executed with excellence and precision.
C. ADDITIONAL DUTIES
The incumbent may be required to perform like duties elsewhere within the organisation as directed. Specific roles, responsibilities, and tasks are subject to change based on the Commander’s on-the-spot assessment of the situation. Commander, NSATU reserves the right to reassign personnel or reapportion tasks within the CE based on mission requirements/changes. QUALIFICATIONS
A. ESSENTIAL QUALIFICATIONS
Professional/Experience
Skills required range from generalist with a background in communications, control, computers, to specialists in computer design, networks, etc. Staff with CIS experience in a National or International HQ at divisional level or above is required. Has authority and responsibility for all aspects within an area of work, including leading the formulation and implementation of strategy, the policy formation and application within an area of work. Is held fully accountable for actions taken and decisions made, both by self and subordinates. Applies highest level management and leadership skills. Influences developments within the enterprise at highest levels by advancing the exploitation of functional area knowledge within one or more organisations and/or the advancement of domain knowledge. Maintains a deep understanding of the Alliance and emerging concepts and identifies implications for the wider operational environment. Understands and communicates the potential impact of emerging concepts on the enterprise, organisations and individuals and analyses the risks of implementing or not implementing such concepts. Takes decisions critical to organisational success. Understands, explains and presents complex ideas to both specialist and non-specialist audiences at all levels up to the highest in a persuasive and convincing manner. Takes initiative to keep both own and subordinates skills up to date and to maintain awareness of and, in own areas of expertise.
- Experienced CIS Officer with practical experience on operational and tactical CIS operations, Project requirements management and on commercial CIS supporting headquarters and NATO Command and Control.
- Previous multi-national, NATO operational experience.
- Previous NATO assignment or exercise participant.
- Previous UN or NATO tour or area deployment and former assignment as an operational-level plans officer.
- Previous experience working in a partnering/mentoring role at tactical level and NATO CIS Staff Officer Course (CISO).
Education/Training
University Degree and 4 years post related experience or Higher Secondary education and completed advanced vocational training leading to a professional qualification or professional accreditation with 7 years post related experience.
- Detailed experience with CIS infrastructure and Management of CIS/Deployable CIS.
- Background in CIS and configuration management.
- Knowledge of NATO CIS organization and understanding of military CIS systems.
- Preferably an experienced Signal Officer with National and/or Multi-National experience.

WHAT WE OFFER
- 38 hours per week schedule;
- 2.5 paid days of leave per month worked;
- Fulfilling working atmosphere in an international and military community;
- Contract period: until 31/12/2025 with a possibility of extension;
- Salary: the remuneration of temporary personnel will be specified in their contracts. It is exempt from taxation in the Host Nation;
- Benefits package: temporary personnel are covered by a benefits package which consists of an additional sum of 12% of basic salary for pension purposes + basic medical and accident insurance provided under the NATO Group insurance contract (death and invalidity). The cost for insurance amounts to 2.57% of basic salary (2/3 payable by the Organisation and 1/3 payable by staff);
- For staff eligible under NATO rules, there is also a dependent child allowance and coverage for dependent children for medical benefits.
