1. POST CONTEXT
The NMI mission, while not combat, is executed in a combat environment.
The PSE Division advises Iraqi Professional Military and Security Education Institutions, specifically in 3 area; Faculty, Curriculum and Institution.
The Cross-divisional Subject Matter Experts Branch provides special knowledge and expertise to all Iraqi institutions/academies/schools.
The Consultant (Management Systems) provides crucial support to a key objective of PSE Division strategy related to ‘institutional modernisation’ across all Iraqi training and education establishments, primarily through assisting with the implementation of a Quality Management System in accordance with ISO 9001:2015.
This post reports to NTI PFX 0010 - Branch Head (Cross-divisional SMEs) - OF-5
2. DUTIES
The incumbent's duties are:
Develops and implements a holistic strategy to modernize the management of institutions within PSE Div sphere of influence. The strategy will principally be based on compliance to ISO 9001:2015 standards and coherent with the two other key Divisional lines of activity; curriculum development and faculty development.
Embeds and assures modern Training Design & Management methodology in Iraqi institutions. This is central to the vision for institutional modernisation and directly linked to Iraqi education, training and adoption of a modern training system, based on NATO methodology (i.e. NATO Global Programming and the NATO ‘System Approach to Training’ (SAT)). Included in this area is the need for an analysis of current Iraqi training systems and the design and implementation of a tailored solution fit for our Iraqi partners.
Assists with the education and competency development of NATO advisors in delivering coherent institutional development activity. Help shape NATO PDT and lead on induction and continuous professional development of PSE Div advisors to deliver, maintain and assure coherence and commonality of the advisory model across institutions.
Assists with the evaluation of institutional development progress through assessments, project reviews, stakeholder engagement and other innovative approaches to generating a common operating picture.
Assists with the PSE Institutional review work, carrying out analysis and shaping future advising decisions based on data, trends and risk management.
The employee may be required to perform a similar range of duties elsewhere within the organisation at the same grade without there being any change to the contract
The incumbent must be prepared for temporary reassignment within NMI’s authorized CE in accordance with ACO 045-003 and as directed by COM NMI, in support of operational requirements.
Given the dynamic operating environment in Iraq, the incumbent must be prepared to retrograde from the Greater Baghdad Area, possibly at short notice, for employment in locations outside of the borders of Iraq and under austere conditions for prolonged periods of time.
The work is normally performed in a Normal NATO office working environment / Secure office environment with artificial light and air (e.g. Bunker).

3. QUALIFICATIONS AND EXPERIENCE
ESSENTIAL
University Degree in Education, Management or HR related subject, or Higher Secondary education and completed higher vocational training management or related discipline leading to a formal technical and 10 years of Military/Civilian instructor experience
The incumbent must have at least five years of progressive experience in training and education systems
Extensive knowledge of educational and military processes obtained from experience gained in working in an International Organization;
Experience of post conflict environments and/or security sector reform.
English Standard Language Proficiency level of “Professional” in listening, reading, speaking and writing, (SLP 3333 based on NATO standards).
DESIRABLE
Minimum 4 years professional experience in a senior capacity with personnel and training requirement/design/management/evaluation responsibilities.
Experience in planning, implementing, monitoring and assessing international support efforts under NATO or other International Organisation’s mandate.
Experience advising decision makers.
Knowledge of NATO decision making and administrative processes.
Knowledge and experience of the importance and relevance of WPS to modern professional military education curricula.
COURSES:
Quality Management System Qualification(s) – Lead Auditor or Internal Auditor
Project Management Qualification – Prince 2/APMP with at least 12 months of experience managing projects.
Post related courses obtained through international training centers.
Post related courses obtained through NATO official schools/academies or other military/international training centers.
ADL 169 – Improving Operational Effectiveness by Integrating Gender Perspective.
4. POSITION AND CANDIDATE PROFILE

The incumbent must be a mature and experienced person, who displays sound judgment, excellent interpersonal and communication skills, and unquestionable integrity.

Contribution to the objectives
Work involves the provision of information or analysis of part of a task assisting others to take action within the organization. There are no reporting responsibilities.
5. EMPLOYMENT CONDITIONS
The basic salary for an MCIV 6 is Euro € 7.087.00 per month (exempt from local taxation). A further amount of 12% of the basic salary will be paid to the staff member every month to satisfy personal pension obligations, plans, and/or schemes. Furthermore, the successful candidate may be eligible to event-based allowances (hazard, austere, extended working hours), in accordance with the conditions stipulated by the Mission Civilian Rules.
This post is a non-accompanied assignment. Living quarters provided by NATO.
The NMI mission, while not combat, is executed in a combat environment. Specific roles, responsibilities, and tasks are subject to change based on the Commander’s on-the-spot assessment of the situation. Commander, NMI reserves the right to reassign personnel or reapportion tasks within the CE based on mission requirements/changes. Must be prepared for intra theatre movements by ground or air, in accordance with national force protection caveats. Air quality within the Greater Baghdad area is poor and below NATO health and safety minimum standards.
