1. SUMMARY
NATO’s Public Diplomacy efforts serve a vital function within the Alliance by communicating its purpose and priorities to audiences worldwide. In fulfilling this role, the Office of Strategic Communications actively strengthens NATO’s public image, thereby fostering trust in and support for the Alliance. The Office also acts as coordinator for strategic communication activities across all NATO civilian and military bodies and commands. The Digital Technology and Infrastructure Section manages NATO’s communication technology and infrastructure, including NATO’s broadcast operations and the NATO website.
The incumbent, under the overall direction of the Deputy Director of the Office of Strategic Communications, is responsible for:
- the coordination of the broadcast and photographic coverage of high-level public events taking place at NATO HQ and abroad,
- the day-to-day management of the teams covering these events, and
- overseeing the operation and maintenance of the required digital broadcast equipment and infrastructure.
This includes liaising with internal and external stakeholders, and coordinating the day-to-day activities involving the TV studio and the different video production environments. This is a hands-on position requiring extensive professional broadcast expertise, paired with management and stakeholder’s management experience.
2. QUALIFICATIONS AND EXPERIENCE
ESSENTIAL
The incumbent must:
- possess a university degree in film, video and TV broadcasting from an institute of recognised standing or equivalent qualification;
- have at least three years of professional experience in the field of digital radio and television broadcasting equipment;
- have extensive professional experience in multimedia production, and/or overseeing multimedia production;
- have experience in managing small teams in the broadcast environment;
- have proven experience in stakeholder management;
- possess the following minimum levels of NATO’s official languages (English/French): V (“Advanced”) in one; I (“Beginner”) in the other.
DESIRABLE
The following would be considered an advantage:
- professional experience in digital asset management systems;
- proven experience in working with procurement regulations;
- sound political judgement and diplomacy skills;
- experience working at an international organisation.
Planning and Execution
Coordinate the calendar of upcoming events with internal stakeholders (e.g, NATO Spokesperson) regarding expected outcomes and deliverables. Manage the internal and external teams transmitting, recording, editing video, audio and photo deliverables from the different events at NATO HQ and abroad. Ensure availability and operability of the required digital broadcast infrastructure and equipment, including the distribution of live video feeds via online streaming platforms, satellite and optical fibre systems, the TV and radio studio, and the video- and audio pre- and post-production facilities for Digital Technology and Infrastructure Section.
Expertise Development
Remain up-to-date with current technology in the fields of broadcast and developments in digital video transmission, recording and production. Conduct installation and testing of various equipment. Provide staff with the opportunity to learn how to maintain and operate new broadcast equipment.
Stakeholder Management
Liaise with internal stakeholders for the coordination of the required coverage of public high-level events including visits of national dignitaries to NATO HQ, trips of NATO VIPs abroad and recordings in the TV or radio studio. Liaise directly with internal stakeholders such as the NATO Procurement service and the NATO Office of Security, and with external stakeholders to ensure optimal execution of tasks including provision of services and staff, and the acquisition of equipment. Be able to work as part of a team in demanding situations such as Summits, ministerial meetings and special events, both at NATO Headquarters and abroad.
Project Management
Coordinate in close consultation with the relevant Press and Media Officers equipment and staffing needs for Summit, ministerial meetings, press conferences and special events held at NATO Headquarters and elsewhere. This can include extensive liaising with host nations and host nation broadcasters, international media outlets and digital media service suppliers to ensure that strict deadlines are met and that NATO’s message, brand and image are optimally distributed worldwide.
People Management
Oversee directly a core permanent staff and indirectly a more extensive teams of external contractors. Plan their workloads to meet the needs for a given project, as well as for day-to-day operations with the assistance of the Broadcast Coordinator.
Financial Management
Be responsible for the planning of the hiring of services as well as of the acquisition of equipment and infrastructure. This includes the provisioning of human and technical resources through the framework contract for the broadcast and photographic coverage of public events, the rental of services for the transmission and distribution of live video feeds, and the acquisition and maintenance of equipment and infrastructure. Be familiar with and adhere to NATO financial and procurement rules and regulations.
Information Management
Design and implement a proper information strategy to document day-to-day financial and operational activities and to maintain a calendar of events for the internal and external teams.
Perform any other related duty as assigned.
4. INTERRELATIONSHIPS
The incumbent reports to the Deputy Director of the Office of Strategic Communications. On a daily basis, they supervise permanent and contract staff and their broadcast and photographic work including during Summits, ministerial meetings, special events, trips abroad and other events as required.
