JOB TITLE: OSINT Analyst (Albanian Language)

LOCATION: Pristina, Kosovo

NATO GRADE: MCIV4

 

The NATO-led Kosovo Force (KFOR) is deployed in Kosovo to help maintain a safe and secure environment and freedom of movement for all citizens, irrespective of their ethnic origin. KFOR is part of the wider international effort to build peace and stability in the area. Headquarters KFOR (HQ KFOR) is based in Camp Film City, Pristina.

The J2 Branch develops and maintains an intelligence capability to support execution of the KFOR mission including the provision of situational awareness for COMKFOR and HQ KFOR.

KFOR J2 Intelligence Fusion Center (KIFC) has the main tasks of maintaining the current situation awareness by monitoring intelligence and the operational situation in Kosovo and the region and fusing collected intelligence from KFOR assets and providing fused intelligence products and assessments to COM KFOR and the KFOR staff.

Principal duties:

·           Monitors exploits and assesses all means of open source information, including social networks and news-feeds on a self-depended basis.

·           Provides Overview-Assessment on identified Media-Campaigns, including Social Networks.

·           Provides input to the Intelligence and Information Systems in J2.

·           Contributes to the work of Intel Analysts in the section.

·           Contributes to- and refines the daily morning roll-up in the current section of KIFC.

·           Contributes to the work of KIFC Chief on specific topics of interest.

·           Provides indication and advice for KIFC work.

·           Advises KIFC Chief and other KFOR internal stakeholders on all matters concerning OSINT

·           Influences NID doctrinal, procedural and technical developments from the joint operational perspective.

·           Overviews system requirements with external and internal stakeholders for cost effective solutions.

Other additional duties:

·           May provide training for inexperienced personnel and subordinate units.

·           Participates in Working Groups as representative for OSINT matters.

·           Is prepared to provide (simultaneous) interpretation in Albanian-English and vice versa.

The work is normally performed in a normal NATO office-working environment. Normal Working Conditions apply.

The employee may be required to perform a similar range of duties elsewhere within the organization at the same grade without there being any change to the contract. The incumbent may be required to undertake TDY assignments, both within and outside NATO boundaries

The required qualifications are:

        

·       English and Albanian language – Candidate will be required to have a very good level of speaking, reading, writing, and listening in English and Albanian. Candidates who are shortlisted for the position will be administered a language test.

·       University Degree in International Affairs, Political Sciences/Politics or similar intelligence related subject, or former military personnel with recognized, accredited national intelligence training.

·       Minimum of 5 years’ working experience in the Intelligence Community in analysis, including: experience in national and multinational and military, experience in support of a military led Command; analytical support to intelligence support in missions;

·       Comprehensive knowledge of Balkans including political, cultural and religious history.

The desired qualifications are:

 Advanced University Degree in International Affairs, Political Sciences/Politics or similar intelligence related subject

Attendance at the pre-deployment Balkans Intel course

Experience in multi-national peace support and stabilization operations.

Trained in the use of IntelFS

 Experience in conducting training/giving lessons in intelligence techniques.

 Advanced knowledge and experience in the use of NATO intelligence operations and doctrine.

 Knowledge or familiarization with regional customs and culture.

·  It is desirable for the candidate to be familiarized with regional customs and culture, as well to be native Albanian language speaker.

Willingness to participate as a full member of a team, of which the jobholder is not necessarily leader; effective contributor even when the team is working on something of no direct personal interest. Ability to analyse, organise and present qualitative (and possibly quantitative) lines of argumentation, including (hostile) intent. Capacity to identify and point out significant patterns with an impact and implications on decisions and activities within other parts of the organization.

 

Problem Solving:

The work covers many similar or dissimilar tasks which require personal, intellectual and technical skills. The work may have many aspects, but is closely linked within the same subject area. Problems broadly similar in nature with differing situations often raising new issues require solutions involving interpretative thinking, analysis and assessment.

Writes analytical reports; evaluates and summarizes complex situations, providing a reduction to core points; evaluates statistics, conducts assessments; develops the intent of malign actors, crime groups, political pressure groups or political parties; conducts predictive analysis.

 

Managerial Responsibilities:

May be involved in the direction, planning, coordination and review of the work of others. Some degree of external coordination is required.

 

Professional Contacts:

Regular professional contacts inside and/or outside immediate activity on functional matters. Solicits and gives information, and provides advice/guidance to others. May negotiate at own level and should use initiative. These contacts, within designated levels of authority, could commit the organizational element to a course of action. Requires normal courtesy, understanding and tact in dealing with others.

The work covers many similar and/or dissimilar tasks which require analysis and research skills within the same subject area. Although clear guidance and standard rules/regulations are available, ability to analyze and solve problems is needed to deal with specific issues. Performance of duties directly impacts the objectives, efficiency, image and the financial resources of the HQ.

 

Nationality Requirements:

Applicants must be nationals of NATO member nations.

Before any appointment is confirmed, the preferred candidate will be required to obtain a NATO Security Clearance and to successfully pass a medical examination certifying fitness to work.

The successful candidate will be offered a 12-month contract, which may be renewed yearly up to a maximum period of six years and subject to satisfactory performance and the continued operational need/funding for the position.

The starting salary for MCIV-4 is 5,709.00 € per month (exempt from local taxation).

Other employment benefits include:

·                Affiliation to a Group Medical Insurance Scheme (premiums shared between employee/employer).

·                Addition amount of 12% of the basic pay paid by organization for personal pension obligations, plans, and/or schemes.

·                30 days annual leave per calendar year

·                Up to 7 Special leave days

·                Up to 11 days Official/National holidays.

·                An installation allowance equal to one month’s salary (eligible if opting to stay outside of the camp. 50% to be reimbursed if not completing two consecutive years of service).

·                A removal allowance equal to one month’s salary, after having completed at least one year of consecutive service, unless removal expenses are reimbursed by any other source.

·                Travel Expenses paid to take up duty / end of tour from/to your permanent residence.
